[기고] 한국 생명공학 세계가 주목한다

생명공학의 성공은 혁신에 달려 있다. 새 아이디어와 신기술을 생성하는 왕성한 연구가 관련 산업 발전의 첫 번째 필수 요소다. 학계나 연구소에서 호기심 차원에서 진행하는 연구가 혁신적인 발견의 원천이 되는 사례가 많다.

생명공학의 과제는 참신한 아이디어와 기술을 시장성 있는 제품으로 전환하는 것이다. 숙련된 인력과 강력한 자본, 기업의 비즈니스 문화는 이런 과제에 없어서는 안 되는 것들이다.

최적의 성과를 위해 생명공학 기업은 연구소, 자금원, 특히 벤처캐피털 그리고 다른 기업들 인근에 있어야 한다. 근접성은 최적의 인적교류를 촉진함으로써 상용화의 기회를 재빨리 획득해 기술을 효율적으로 개발할 수 있다.

혁신은 독자적으로 우선순위를 정하고 최고의 아이디어를 찾겠다고 다짐하는 작은 욕심에서 시작한다. 혁신은 위험을 수반하고 때로는 실패로 끝난다. 모험을 격려하고 그 결과를 이해하는 환경이 혁신을 위해 반드시 필요하다.

혁 신은 상명하달이 아니라 상향식 문화에서 제대로 구현된다. 학문을 관리하는 윗선이 아니라 실제로 연구하는 과학자들이야말로 진정한 혁신의 원천이다. 이 때문에 혁신은 규모가 큰 관료사회에서는 제대로 구현되기 어렵다. 제약 부문에서 혁신은 대부분 규모가 큰 제약회사가 아니라 중소 생명공학회사에서 나온다.

생명공학에서 정부와 대학교, 비영리 연구소는 토대를 이룬다. 당장의 수익성을 고려하지 않고 비교적 소그룹으로 연구를 수행하고 여러 해 동안 실패로 이어지더라도 장기 목표로 추진할 수 있다.

반면 민간 기업은 구체적인 목표와 제품 개발을 지향하는 연구에서 두각을 나타낸다. 또 필요한 인력과 자본, 기술 자원을 신속하게 투입해 대규모 프로젝트를 감당할 여력이 있다.

이런 비영리와 영리성 연구는 목표가 다르기 때문에 별도로 추진하는 것이 바람직하다. 아이디어와 기술, 인력을 손쉽게 교류하기 위해서는 비영리 연구소와 기업 간의 강력한 의사소통 라인이 절실하게 필요하다.

정 부는 기초연구를 지원하고, 인적 자원과 기술 자원을 비롯한 인프라스트럭처를 지원하며 연구기관 및 학계, 비영리 및 기업 부문을 망라한 협력을 적극 장려해야 한다. 정부 기금은 컴퓨팅센터나 고에너지 시설 등 민간 부문에서 추진하기 어렵고, 국가 자원으로 공유할 수 있는 대규모 시설과 기술 개발에 투자해야 한다.

한국은 제대로 훈련된 많은 과학자들이 포진한 생명공학 연구계를 갖고 있다. 공학, 정보기술, 영상기술, 나노공학, 재료과학 등의 기술도 뛰어나다. 이 같은 강점 때문에 한국은 전략적으로 신흥 분야를 선도하는 위치를 차지한다.

한 국은 급성장하고 있는 생명공학의 중심지로 손꼽힌다. 현대 의생명과학과 생명공학은 점차 세계화되는 추세이기 때문에 한국은 아시아 지역을 넘어 생명공학의 주요 허브로 자리매김할 기회가 있다. 이 같은 목표를 달성하기 위해서는 한국이 국제사회의 일원으로 활발하게 참가하고 유망 분야를 발전시키기 위해 외국과 협력하는 것이 무엇보다 중요하다.

한국생명공학연구원(KRIBB)은 국제적으로 경쟁력 있는 기술개발로 명성이 높다. 한국은 청년 과학자들이 해외에 있는 최고의 연구소에서 훈련받도록 장려하고 특히 우수한 외국 인재를 유치하기 위해 노력해야 한다.

국제회의 개최를 통해 한국의 장점을 부각시키고 과학계의 유력 인사들에게 자국의 과학자들을 소개할 수 있다. 2006년부터 시작된 일련의 바이오코리아 행사들은 한국과 해외 과학자들의 유대를 다지는 데 효과가 있었다.

황우석 박사 스캔들은 한국에만 국한되지 않는다는 것을 이해하는 것이 중요하다. 과학계가 강력한 영향력을 행사하는 국가에서는 과학자들이 사기와 비윤리적 행위로 유죄 판결을 받았던 불행한 사건으로 고통을 겪은 바 있다.

한국은 세계 일류의 생명공학 연구와 산업을 발전시킬 인재와 에너지 그리고 야망이 있다. 강력한 제도와 조직, 행정기반이 이런 무형의 자산을 후원해 최선의 성과를 구현하도록 해야 한다.

"동북아 환경도시 모범으로 자리잡아"

"대전 곳곳에서 혁신이 일어나고 있어요."
우송대 솔브릿지경영대학 에마뉘엘 페스트라이쉬(45•미국) 교수는 대전의 도시환경 변화에 이렇게 찬사를 보냈다. 도시가 하루하루 푸르게 변하고 하천이 되살아나는 모습을 보면서 환경도시로서의 대전의 가능성에 후한 점수를 주고 있다.
대전에 온 지 2년 된 에마뉘엘 교수는 “미국의 포틀랜드, 독일의 프라이베르크 같은 도시가 소위 생태도시라고 평가받고 있지만 다른 나라에 영향을 줄 만큼 완벽하지는 못하다”며 “대전이 마음먹으면 완벽한 생태도시를 만들 수 있다”고 말했다.
그는 또 “특별한 조선 기술이 없던 한국이지만 집중적으로 노력해 20년 후 세계 제일의 조선 대국이 됐다”며 “환경도시도 그렇게 될 수 있고, 대전은 이를 선도하는 도시가 될 수 있다”고 덧붙였다.
그가 특히 높이 평가하는 것은 몇 몇 정책입안자로부터 나오는 환경정책이 아닌, 시민들은 물론 대덕연구단지 등 대전의 모든 기관•단체들이 함께 참여하고 있다는 점이다.
실제 에마뉘엘 교수도 지난해 창립된 ‘대전녹색성장포럼’에서 활동하고 있다. 에마뉘엘 교수는 “특히 대전은 다른 나라 환경도시와 달리 중국 몽골 동남아 러시아 등이 환경도시를 기획할 때 모범이 될 수 있다”며 “동북아에서 꼭 필요한 것은 바로 그런 환경도시”라고 강조했다.

대전시, 녹색 옷으로 갈아입다
3000만그루 나무심기•3대하천 생태복원•자전거타기 좋은 도시
3대사업 호평

대전시가 녹색성장 우수도시로 선정됐다. 지난 3일 경남 창원시 경남도청에서 열린 녹색성장 지방정책 보고회에서 모범사례도 발표했다. 박성효 대전시장은 이날 이명박 대통령이 지켜보는 가운데 취임 초기부터 강력하게 추진해온 ‘3000만 그루 나무심기’ ‘자전거 타기 좋은 도시 조성’ ‘행복한 하천 만들기’ 등 환경 정책들을 설명, 호평을 받았다.
실제 대전시는 하루가 다르게 푸른빛이 짙어지고 있다. “녹색 옷으로 갈아입었다”는 표현이 자연스럽다. ‘환경수도 대전’을 표방하면서 추진해온 정책들이 빛을 내기 시작한 것이다.

대규모 도시숲,
대전의 색을 바꾸다

대전에는 최근 도심 곳곳에 수십만㎡ 규모의 도시숲이 조성되고 있다. 가장 대표적인 숲이 국내 최대의 도심 수목원인 한밭수목원이다. 도심 한 가운데 39만4000㎡ 규모의 숲을 조성했다. 단순히 녹지율을 높이기 위한 숲 조성이 아니라 자연생태계를 그대로 갖춘, 말 그대로 거대한 숲이다.
정부대전청사 주변도 모두 숲으로 바뀌고 있다. 이미 지난해말 정부청사 서북쪽 잔디광장(4만5000㎡)이 도시숲으로 조성됐고, 동북쪽 광장(4만6000㎡)도 숲 조성이 한창이다. 나머지 공간도 올 하반기쯤 착공해 내년 말이면 완공된다. 일부는 시민들에게 개방됐다.
석재 타일이 깔려있던 시청 주변도 1만1000㎡의 잔디광장으로 바뀐다. 7월이면 서울시청 광장(6500㎡)을 능가하는 대규모 도심광장이 푸른 옷으로 갈아입는다. 갑천변에 5만7400㎡ 규모로 조성되는 ‘대전 시민의 숲’도 7월이면 공사가 마무리된다. 10만㎡의 플라워랜드도 조성됐고 1만1200㎡의 진잠 도시숲도 한창 조성 중이다.
도로 중앙분리대에 나무를 심은 것도 도시를 푸르게 만든 비결이다. 대전시는 지난해 7개 노선 9㎞의 중앙분리대에 나무를 심었다. 올해와 내년 12.4㎞에 추가로 나무를 심는다. 그 결과 도시녹화는 물론 교통사고가 줄고 도심 기온이 내려가고 있다.
이밖에도 도심 작은 공간이라도 생기면 어김없이 나무가 심어진다. 이처럼 도심에 나무를 심는 일은 박성효 시장이 취임 초부터 강력하게 추진해온 ‘3000만 그루 나무심기’로 연결된다. 이 사업은 2007년부터 2020년까지 해마다 200만 그루의 나무를 심어 도심 녹지율을 선진국 수준으로 끌어올리는 중장기 프로젝트다. 산림청 도시경관과에 근무하는 김경목(48) 사무관은 “평가 때문에 전국 지자체들을 돌아보면 대전만큼 규모있게 도시녹화가 이뤄지는 곳은 없다”며 “미래 대전의 가장 강력한 도시경쟁력이 될 것”이라고 강조했다.

2010년 자전거
교통분담률 5% 목표

대전시의 자전거 정책들도 주목받고 있다.
우선 대전에는 공짜로 빌려 탈 수 있는 공용자전거 ‘타슈’가 있다. 현재 1000대가 시범 운영 중이다. 앞으로 2만대까지 확대할 계획이다. 한국전자통신연구원의 특허기술로 자전거 무인대여시스템 개발도 진행 중이다. 시민 전체를 대상으로 한 자전거 보험 가입도 눈에 띈다. 자전거를 타고 온 고객에게 최대 20%까지 요금을 할인해 주는 식당과 이•미용실, 꽃집 등 할인업소도 늘어나고 있다.
최근에는 20m 이상 간선도로의 폭을 줄이는 ‘도로 다이어트’를 통해 192㎞의 자전거 전용도로를 조성하고 있다. 3대 하천에 마련된 자전거길도 122㎞까지 확대한다.
대전시는 2007년 1.73%이던 자전거 교통분담률을 올해 3%까지 높여 놨다. 2010년 목표는 5%다. 인구 100명 당 자전거 보유율이 40대가 되어야 가능한 수치다. 자전거의 교통분담률 전국 평균은 1.2%다.

도심 가로지르는
3대하천이 달라졌다

대전천, 유등천, 갑천 등 3대 하천이 대전 도심을 지나간다. 하지만 급속한 도시성장 과정에서 이들 하천은 심각하게 오염됐다. 이를 과거의 모습으로 되돌리기 위한 계획이 ‘행복한 하천 만들기’ 사업이다.
대전시는 지난 35년간 개발시대의 상징으로 남아있던 하상건축물 중앙데파트를 지난해 말 철거했다. 생태하천 복원의 출발을 알리는 신호다. 이 자리는 구도심의 랜드마크이자 자연친화적인 친수공간으로 조성 중이다.
바닥을 드러낸 대전천은 유량확보를 위해 하류수를 상류로 펌핑해 하루 7만5000㎥를 자연방류하고 있다. 3대 하천에 산책로 13.3㎞, 여울 7곳, 징검다리 10곳 등을 조성했다.
하천 관리를 위해 전국에서 처음으로 전기자동차를 도입해 운영 중이고, 자전거 순찰대 등 자원봉사도 활발하다. 하천 생태계를 복원하기 위한 그 동안의 노력으로 사계절 20∼30㎝의 수심과 2급수 수질을 유지할 수 있게 됐고, 감돌고기 등 멸종위기 생물이 발견되는 등 생물종이 43종에서 55종으로 다양해졌다.
특히 갑천은 첨단과학문화관광벨트로 조성된다. 현재 엑스포과학공원 근처에 있는 수중보를 하류로 옮기는 작업이 한창이다. 담수면적이 지금보다 4배나 넓어져 갑천이 도심 속 호수공원 기능을 하게 된다. 오는 10월 열리는 전국체전에서는 수상스포츠 경기장으로도 활용된다. 시민들이 바라보는 공간에서 느끼고, 만지고, 즐기는 공간으로 변화를 시도하는 것이다.
박 시장은 “하천에서 멱 감고 물고기 잡던 과거 모습을 되찾아주고 싶다”며 “3대하천 생태복원은 철저히 친환경 사업으로 추진될 것”이라고 말했다.

The Language of Climate Change

Many think tanks and NGOs in the United States and Europe — Sierra Club, Earthwatch, 1Sky— wield multimillion-dollar budgets with the aim of reducing environmental degradation and climate change on a global scale.

Yet a glance at the websites of these institutions makes it immediately obvious that very few offer materials online (or offline) in the foreign languages spoken by corporate leaders, civil servants, and citizens' groups in countries the United States expects to make changes in environmental policy. We find nothing on these institutions' websites in Chinese, Russian, Hindi, or Arabic.

Although English-language prescriptions may have some value in communicating with highly educated, English-speaking researchers from other countries, those individuals aren't the key figures driving reckless, damaging development and building of factories and coal plants. Nor are they likely to be the decision-makers in the government's response. To address issues like poisoned groundwater, increased numbers of coal plants, and disappearing forests, one must engage directly with local government and local industry, and make the case in their common language. In some nations, even the elites don't consider this local language important for intellectual discourse.

In a nutshell, getting serious about combating climate change isn't about bringing English speakers from developing nations to listen to Harvard professors; it's about talking to players at the local level in the languages they best understand.

Even highly educated civil servants in Japan find Japanese summaries of English proposals far easier to comprehend. And although educated Indians may wince at the suggestion, at the local level we need to get information out in Hindi, Gujarati, Marathi, Punjabi, Sindhi, and Bengali.

Someone may ask if we really need to translate our ideas into dozens of languages to be effective. The answer is simple: Yes, eventually we must, if we are to pull the world back from the brink of environmental destruction. In the short term, however, we should focus on key languages such as Chinese, Russian, Arabic, and Hindi.

Translating English-language documents doesn't imply people in these countries have a greater responsibility for global warming. Indeed, because the United States has the much larger carbon footprint, U.S. NGOs have the greater responsibility to invest in the dissemination of information about global warming.

Translation isn't simply communication. It's also the basis for cooperation as U.S. NGOs work with their counterparts overseas to refine the language and implement the recommendations. Translation is more than linguistic; it's cultural. Anyone who has engaged civil servants and corporations on the ground in Asia soon learns that it's not enough to make a proposal in the native language. A proposal has to be formatted in a specific form that can be processed by government, NGOs or companies internally. Translation, and translation that is relevant for the task at hand, is a key step in building partnerships.

Yes, it will take extra effort for the Brookings Institution and the Earth Institute to put up websites in Chinese, Arabic, and Russian. But that's what has to happen if we want to start reaching people who can effect change.

And if we don't, well, those in the developing world who complain that the developed world is simply not living up to its side of the bargain would have a point.

출연연, 정부의지말고 해외 자금원 찾아야

Research Institutes should seek greater independence

시간이 흐를수록 출연연이 한국 정부로부터 받는 연구비가 앞으로 어떤 분야에서 부족하고,다른 자금원을 확보해야 할지 모른다. 이런 과정의 일부로 기술의 상용화나 기술 이전을 추진할 수 있을 것이다. 그러나 전세계에서 다른 자금을 확보하려는 적극적인 노력도 중요할 것이다.

과학기술에 대한 예산 감축은 관료의 잘못이 아니라 과학기술이 덜 중요하다는 인식의 결과라는 점을 명심해야 한다. 문제가 있다고는 해도 젊은 세대들이 금융과 투자 분야를 자신의 경력으로 선호하고, 과학기술을 지루하고 보람이 없는 분야로 생각하는 것이 일반적이다. 이 같은 인식이 바뀔수 있다면 정치인들은 과학기술을 지원할 것이다.

출연연이 한국과 전세계 대학원생들에게 1년간 펠로우쉽을 제공하면 어떨까? 이 같은 펠로우쉽은 향후 긴밀한 연구 관계의 토대를 닦을 것이다. 우수 인재를 과학기술계에 유치하기 위해 학부생 뿐만 아니라 고등학생들에게도 이와 유사한 인턴 기회를 제공해야 한다.

가까운 장래에는 정부기금이 출연연의 주요 수입원이 될 것이다. 하지만 기금의 제도 및 성격에는 반드시 변화가 있어야 한다. 먼저 정부예산 신청에 있어서 각 실험실이 경쟁을 해야 한다. 신청서는 엄격한 동료 심사를 거치고, 때로는 외국 전문가도 심사에 참여 시켜야 한다. 첨단 연구분야에 종사하는 학자들은 지명도가 낮은 기관에서 근무하고 있다고 해서 차별을 받아서는 안 된다. 연구자의 나이와 직명도 상관 없는 것이다.

한국이 해외 자금원을 적극적으로 찾을 시대가 왔다. 이 과정의 첫 걸음은 전문 자금 개발담당 책임자 (Professional Development Director)를 영입하는 것이다. 미국과 유럽에서 널리 채용하고 있는 개발담당 책임자는 가능한 연구기금, 재단, 국제 프로젝트 출처를 모색, 평가하면서 영어 (혹은 기타 언어)로 기금 신청서와 기획서를 작성하는 전문가들이다. 따라서 출연연은 이러한 전문가를 고용해 이들이 미국과 유럽, 일본 재단으로부터 폭 넓게 연구비를 찾도록 하고, 유엔과 세계은행, 아시아개발은행, 게이츠 재단, 맥아더재단이 주관하는 프로젝트 참가 가능성을 타진하도록 지시할 수 있다. 아울러 출연연이 대규모 다국적 프로젝트의 일환으로 참여 한다면 연구비를 좀더 쉽게 제공 받을 수 있을 것이다. 출연연들이 인도와 미국, 중국, 일본의 연구소와 글로벌 제휴를 형성해 지구 온난화, 식량안보와 같은 당대의 위협을 공동으로 해소하기 위해 노력한다면 기회는 무궁무진할 것이다.

마지막으로 중동과 러시아에는 한국이 자국의 과학기술발전을 위해 적극적으로 상호 협력할 수 있는 충분한 자금이 있다. 이를 효과적으로 활용하려면 한국은 이들 투자자의 요구와 관심을 면밀히 파악하여 한국의 잠재적 가치를 이들에게 설득하기 위해 노력해야 한다.

◆ 연구실의 미래환경

출연연은 유연성이 증대되고, 위계 질서가 줄어든 관리구조를 갖춘 현대적인 일터라는 새로운 모델로서 실험실의 역할을 수행 할 수 있을 것이다. 출연연이 다른 기관에 자극을 줄 문화를 배양할 의무를 지고 있다. 때문에 출연연은 여성에게 승진 기회를 제공하고 구성원 전원을 차별없이 대해야 한다. 연구소내에 보육시설을 제공할 의무가 있으며, 여성들에게 육아와 병행하면서 경력을 쌓아갈 수단을 찾을 기회를 주는 것이 마땅하다. 또한 장애인에게도 과학기술을 발전시킬 기회를 제공하면 좋은 인재를 많이 스카웃할 수 있겠다.

65세 이상의 연구자가 연구에 적극적으로 기여할 수 있는 제도도 마련해야 한다. 한마디로 한국에서 과학은 모든 앞서나가는 사람들이 꿈을 실현시키고 싶어하는 가장 혁신적인 분야가 되어야 한다.

출연연 안에서 연구에 전념하는 사람들은 행정 담당자들에 비해 결코 불이익을 받아서는 안 된다. 첨단적인 연구를 제대로 인정하고 과학적 지식과 전문지식을 축적하는 사람들에게 적절한 지위와 혜택을 인정하는 이원경력제도(Dual Ladder System)를 확립하면 좋은 성과가 있을 것이다.

출연연은 학술적인 업적을 개인적인 친분이나 연공서열보다 우선하는 문화를 장려하는 등 한국에서 좋은 모범을 보여야 할 것이다. 해외 및 외부와의 교류를 확립하는 노력을 하는 과정에서도 이와 같은 보상을 주는 제도가 꼭 필요하다. 연구분야의 시너지를 확보할 확실한 경로로써 연구소내 실험실이나 다른 출연연간 젊은 연구원들의 수평적 교류를 적극적으로 장려해야 한다.

외국 연구자의 적극적인 모집도 매우 중요 한 정책이다. 출연연은 해외 연구자들에게 최대한 편의를 제공하고, 민족 특유의 요구에 부응하려는 각별한 노력을 해야 한다. 이슬람 초빙연구원들에게는 기도실을 제공하고 다른 문화권의 사람들을 수용하기 위해 필요하다면 음식 메뉴도 조정해야 한다. 한국의 출연연들이 아시아 어느 곳에서도 쉽게 찾을 수 없을 정도의 국제적인 연구소로서 국제적인 환경을 조성하면 전세계 최우수 인재를 채용하는 데 있어서 장족의 발전이 가능할 것이다.

출연연이 작은 부서가 자유롭게 저마다의 노력에 집중할 수 있는 혁신 환경을 조성한다면 큰 효과를 낼 수 있다. 수위부터 비서, 책임연구원에 이르기까지 출연연구소 내 전 직원이 사회 발전을 위한 과학 발전이라는 위대한 사명 수행에 동참하면 정부출연연구소는 한국 사회의 보석으로 다시 빛날 것이다.

대전녹색성장포럼의 양지원 대표(KAIST 대외 부총장)와 이 포럼의 공동 창설자인 이매뉴얼 페스트라이시 우송대 교수는 17일 미국 워싱턴 DC 전략국제문제연구소(CSIS)에서 '한국의 녹색성장 전략'을 주제로 열린 세미나 주제발표를 통해 대전을 동아시아 녹색성장 산업의 모델 도시로 발전시켜 나가는 비전을 제시해 눈길을 끌었다.

이날 토론회에는 미국 국무부, 국방부, 국립과학재단(NSF), 항공우주국(NASA), 미 의회조사국(CRS), 보잉사 등 정부 및 관계기관과 기업 대표 50여명이 참석해 성황을 이뤘다.

양 부총장은 "환경 문제에 대한 인식과 구체적인 조치 사이에는 항상 차이가 존재하기 마련"이라며 "이 차이를 줄이려면 지방 단위로 환경 문제에 대처하고 지역 단위의 녹색성장을 모색하는 게 무엇보다 중요하다"고 말했다.

양 부총장은 "카이스트가 있는 대전의 대덕단지는 한국에서 연구개발중심지로 통신, 핵발전, 연료전지, 생명공학 등의 분야에서 세계적인 수준의 연구가 이뤄지는 친환경도시"라고 소개했다. 그는 "규모와 여건 등의 측면에서 대전과 비슷한 도시가 중국, 러시아, 동남아 지역 등에 많기 때문에 대전이 세계적인 수준의 친환경도시로 발전하면 이 같은 도시들의 모델이 될 것"이라고 강조했다.

양 부총장은 지난해 1월 출범한 대전녹색성장포럼을 한국뿐 아니라 아시아지역의 환경과 기술 정책을 연구하는 싱크탱크로 키워 나갈 계획이라고 밝혔다.

한국녹색물결의 발아 그리고 미래 - 대전 녹색성장포럼

한국은 '녹색' 경쟁 측면에서 보면 세계적 필드주자가 아닐지도 모른다. 하지만 대전 녹색성장포럼의 근간 활동에서 볼 때 한국인이 결코 뒤지지 않는 점은 환경에 대한 시각을 순식간에 바꾸고 새로 받아들인 아이디어 실행에 주력하는 경향임을 알 수 있다.

2008년 초, 대전 지역내의 주요 연구소, 중소기업, 환경운동단체(NGO)와 공무원들이 한데 모여 공동단체를 결성하여 대전시를 에너지 효율적 및 환경 지속적 도시로 바꾸고자 하였다. 과학 전문가들이 이렇게 공무원들과 한 자리에 앉아 대중교통과 에너지 보존에 대해 토론하는 것도 놀랍거니와 시청 앞에 모여 시위하는 일로 잘 알려진 환경운동가가 이러한 논의에 함께한다는 일은 더욱 믿기 힘든 광경이었음에 틀림없다. 2008년 7월까지 녹색성장포럼은 한국전력공사 전력연구원, 충남국립대학, 한국기초과학연구원, 카이스트, 생명공학연구원등 에서 스무 명의 회원을 맞았다. 카이스트의 부총장이며 환경 공학 전공인 양지원 박사가 포럼의 대표로서 임명됐다. 이처럼 카이스트와 한국기초과학연구원 같은 다양한 기관이 대전녹색성장포럼의 창립에 연관되어 있었다. 그런데 중심적 역할을 하는 것은 매우 특수한 기관인 아시아 인스티튜트 였다. 아시아 인스티튜트는 국내 최초로 교수진 전원 외국인으로 하는 솔브릿지국제경영대에 속한 기관으로, 미국인 Emanuel Pastreich이 소장으로 주로 아시아 국제관계를 환경문제, 과학기술 발달, 금융위기등 시각으로 취급 하는 연구소 이다. 또, 그 외 서울대 환경정책전공 박사학위를 취득한 나카무라 토라아키 박사도 일찍부터 녹색성장포럼에 참여하여 국제적인 분위기를 만들어 냈다. 일반적으로 보수적 경향을 띠는 한국의 사회적 활동에 이렇게 외국인이 처음부터 이 포럼에 관여했다는 자체가 가히 혁명적인 사건이라 할 수 있다.

그보다 중요한 의의는 대전 녹색성장포럼에서 벌어진 논의가 그저 탁상공론에 그치지 않았다는 점이다. 포럼의 일원들은 대한민국의 미래에 대한 더 큰 규모의 토론에도 적극적으로 참여하였다.

그리하여 시작 4개월만에 환경포럼의 명성은 차차 높아졌고 박성효 대전시장을 초대받아 포럼 경청 하며 포럼이 하는 일의 중요성을 확인시키기에 이른다. 한정훈 박사의 대전 내 자전거도로에 관한 발표에 이어 이에 대해 포럼 회원들이 나눈 여러 이야기가 현재 시청에서 진지하게 논의되고 있는 바이다. 이것은 그저 시작에 불과했다.

2008년 8월 15일 대한민국 건국 60주년기념 이명박 대통령의 연설에는 세계가 당면한 환경문제의식이 집약되어 있었다. 이명박 대통령은 21세기 한국 경제 성장에 새로운 비전으로 '저탄소 녹색성장'을 제시하였고 녹색성장은 온실가스와 환경오염을 줄이는 지속 가능한 성장이며 녹색 기술과 청정 에너지로 신성장동력과 일자리를 창출하는 신국가발전 패러다임이라 선언하였다.

그 후로 중앙정부의 환경친화적 노력의 일환으로 9월 9일 환경부의 후원 하에 서울에서 학계, 기업, 연구기관 및 미디어의 회원을 도모하고 '녹색성장포럼'을 설립하여 그 시작을 촉발하였다.

다음으로 대전시는 10월 6일 '녹색 도시 대전' 으로써의 비전을 발표한다. 박성호 시장은 환경문제에 관한 리더쉽의 중요성을 더욱 더 강조하였고 중앙정부와 협력하에 대전의 리서치 능력을 자극하여 활력을 가져오려는 비전을 품는다. 이어서 박시장은 흔히 알려진 경제성장추구와 환경친화 사이의 모순이 극복가능한 것으로 이 두 요소를 결합하면 새로운 시너지가 발생할 것이라 하였다.

다음으로 이명박 대통령의 비전실행을 위해 실제 정책을 조정할 지역단계의 '녹생성장포럼'을 창립하게 된다. 이에 대전포럼이 선택된 것은 어찌보면 당연한 일이었다. 이렇게 대전 환경 포럼은 11월 27일 유성 호텔에서 열린 공식행사에서 '대전녹색성장포럼'으로 새롭게 태어난다.

이제 대전녹색성장포럼은 대전시와 협력하여 대전을 생태계 친화적인 아시아의 모범도시로 건설할 사명을 안고 환경부의 예산을 지원받게 된다.

이와 같이, 포럼의 성격은 같은 마음을 가진 사람들의 임시적 모임에서 공식적 협회로 변천하였다. 대전 녹색성장포럼의 계획은 환경기술 및 정책 목적의 두뇌집단으로 발전하여 아시아 전역에 영향을 주는 것이다. 대전은 대덕 연구단지를 바탕으로 하여 자신들의 연구 기관의 기술을 타 커뮤니티에서 활용하도록 하여 개혁을 장려할 것이다.

대전 녹색성장포럼의 대표 부총장 양지원 박사는 대전 녹색성장포럼에 대해 다음과 같이 말하였다.

"대전 녹색성장포럼은 아직 제대로 진지하게 다뤄지지 않은 환경 친화적 개발에 관심을 둡니다. 포럼에 있어 중요한 것은 지역정부 및 중앙정부에서 지지를 약속받는 것입다. 세계적으로도 점점 더 많은 사람들이 환경또한 경제의 일부라고 사고를 전환하는 상황 속에서, 마침 대전의 많은 연구소가 환경과학 분야에서도 전문적 지식을 갖추었고, 또 지역 경제의 큰 일부를 이루고 있는 실정입니다. 따라서 우리가 행동하면, 대전 경제에 큰 영향을 미칠 수 있습니다."

이에 더해 최근 대전 녹생성장포럼은 대전 밖에서도 큰 주목을 받았다. 포럼의 활동이 최근 노틸러스 연구소의 NAPSNET 리포트에 게재 되었는데 NAPSNET은 서양에서 동북아 외교안보의 전문가들이 매일 접하는일간 메일 뉴스레터이다. 또한, 대전포럼에 관심을 보인 많은 인사 중에는 사우디 아라비아 NCB 캐피탈 투자은행의 부회장인 파하드 알투라이프(Fahad Altouraif)가 있었다. 알트라이프 부회장은 기후변화로 극심하게 고통받고 있는 사우디 아라비아에게 있어 생태도시, 즉 생태도시의 귀중함을 즉시 알아 보았다. 알트라이프는 '우리는 결국생태도시 과학이 끝내는 반도체나 평면 디스프레 그 이상의 가치를 지닐 것임을 완전히 인식하고 있습니다. 사우디 아라비아는 이에 대한 투자 가능성을 진지하게 재고하고 있습니다'라고 덧붙였다. 알트라이프 부회장은 자신의 커리어에서 1년간의 휴식을 갖고 대전으로 와 대전 생태도시 플랜을 포함, 한국 내 여러 프로젝트에 착수할 예정이다.

최근 대전 녹색성장포럼의 회원인 카이스트 부총장 양지원(대전녹색성장포럼 대표) 박사, 우송대 유상혁교수 (대전시 전 환경국장) 와 아시아 인스티튜트 소장 임마뉴엘 패스트라이쉬 교수는 환경문제와 관련하여 앞으로의 협력을 논의하고자 일본 츠쿠바시를 방문하였다. 이 방문의 목적은 대전, 츠쿠바 및 스탠포드 대학이 협력하여 아시아 전체에 이르는 생태도시 연합의 중심이 되도록 하는 구상에 관한 것이었다.

포럼회원들은 환경관련 기관 및 츠쿠바 시의 사람들의 강한 관심과 함께 크게 환영받았다. 이번 일본여행은 한일 양측의 과학기술 중심지역 내의 주요 연구기관 및 지방자치단체 간의 관계를 공고히 다지는 기회가 되었다. 또한, 앞으로 연구원, 공무원 및 시민 간에 상호교환에 대한 자세한 논의가 더해질 것으로 기대된다. 츠쿠바에는 대전 녹색성장포럼과 유사한 성격의 환경전문가들이 조직한Tsukuba 3E Forum (http://www.sakura.cc.tsukuba.ac.jp/~eeeforum/)이 있어 양쪽의 만남이 더욱 뜻 깊다.

"엑스포 과학공원, 과감한 변신 시도해야"

"대전은 가능성이 있는 도시다. 그러나 대전이 국제적인 도시가 되기 위해서는 과감한 변신을 시도해야 한다. 엑스포 과학 공원 역시 파격적으로 변신해야 한다."

이것은 지난해부터 우송대 솔브릿지 국제경영대학 아시아연구소 소장을 맡고 있는 임마누엘 파스트라이쉬(한국명 이만열, 46)의 주장이다.

임마누엘 교수는 美 예일대와 하버드대학에서 중국과 일본의 언어와 문화를 전문적으로 연구했으며, 2년전 대전에 와 연구활동을 하고 있다.

그는 대전이 국제적인 도시가 되기 위해서는 복잡하고, 무분별한 재개발 정책은 하루빨리 중단해야 한다고 주장했다.

특히, 엑스포 과학 공원 내의 건물자체는 중요하지 않다고 주장하면서 건물보다 전체적인 환경이 중요함을 강조하며, 몇 개의 건물을 환경 친화적으로 조성해 대자연과 융합할 수 있도록 해야 한다고 지적했다.

21세기의 첨단기술의 상징은 대자연과의 융합으로 기술은 겉으로 드러나지 않는다는 것이 그의 주장이다.

또한, 엑스포 과학 공원 내에 조성해야 하는 몇 개의 건축물들은 2~3층의 작은 건물로 그 안에 예술가들의 작품을 전시 연구할 수 있는 공간으로 만들어야 한다고 강조했다.

대전은 카이스트나 대덕 테크노벨리 등 첨단 기술 인력은 넘쳐나지만 예술가나 투자가의 모습은 찾아보기 어렵다고 설명했다.

즉, 대전이 국제적인 도시가 되기 위해서는 기술, 예술, 투자의 3가지 요소가 서로 자극을 줘 시너지 효과를 볼 수 있도록 해야 하지만 예술과, 투자는 부족하다는 것이 임마누엘 교수의 주장이다.

그는 대전이 부족한 두 가지 요소(예술, 투자)에 대해 그림을 그려가며 구체적으로 설명했다.

임마누엘 교수는 예술의 중요성을 강조하며, IT 첨단기술의 집적지에는 서로 자극하는 몇 가지가 필요하고, 그 중 하나가 예술이라고 주장했다.

특히, 예술가들을 엑스포 과학 공원에 유치하기 위해서는 그들만이 연구할 수 있는 공간을 만들어주고, 편하게 예술을 연구할 수 있는 장소로 조성한다면 세계적인 명소가 될 수 있다고 강조했다.

예술가들의 작품들로 엑스포 과학 공원을 조성한다면 자연스럽게 한국인 기술자나 외국인 투자자들이 사교할 수 있는 장소가 될 수 있는 것이 임마누엘 교수의 주장이다.

투자자들을 유치하기 위해서는 대전에 갈만한 볼거리를 조성하는 것이 급선무이며, 엑스포 과학 공원을 명품으로 만든다면 한국 내에서도 특별한 장소로 거듭나 그들의 욕구를 충족시킬 수 있다고 강조했다.

그는 박성효 대전시장이 녹색 도시를 만들기 위해서 노력하고 있지만 아직은 부족하다며 대전의 복잡한 건축물을 정리하는 과감한 변신이 필요하다고 지적했다.

그 일환으로 엑스포 과학 공원의 변신은 가장 좋은 케이스가 될 수 있고, 대전에서 가장 부족한 예술과 투자자 유치의 방법을 시민 모두의 의견을 수렴해 좋은 대안을 찾아야 한다고 주장했다.

가장 발전한 도시는 첨단 과학 기술이 겉으로 보이지 않는다는 것이 그이 주장이며, 엑스포 과학 공원의 활성화를 통해 대전이 변신할 수 있는 자극제가 되도록 해야 한다고 강조했다.

―― 東アジアの安全保障に関する考察 ――

Ⅰ　東アジアの当面する新たな課題

われわれは北朝鮮の非核化やテロとのたたかいの議論にばかり目を向け、東アジアでそれらと同じように深刻ないくつもの脅威に十分な注意を払ってこなかったのではないだろうか。現在、そうした脅威は日増しに高まっており、数年後には他の諸問題をも押しのける重要性をもつ可能性がある。東アジアにおける安全保障についてのパラダイムの再検討は、今やわれわれすべてにとって差し迫った課題である。ところが、この「東アジア」という概念やそれに関わる仮定自体が、従来の国民国家のパラダイムに立脚したものであるため、それらはことがらを説明するよりも、むしろ不鮮明にしている。われわれは、今日の個人、組織、社会、地域経済がどのように機能しているかについての新しいモデルを提示し、それによって経済と技術のリンケージのインパクト、消費社会への影響、さらに環境悪化や大気汚染の脅威といったものを説明する必要がある。
われわれは個人、企業、国家および非政府組織のあいだの基本関係の変化を深刻に受け止めねばならない。しかしそのことは、国民国家が消滅したということを意味するのではなく、むしろそれを構成する諸要素間の関係が根本的に変化を遂げたということなのである。また、それらの変化があまりにも深部で起こっているため、本質的なことがらが多くの人々の目に映らないという問題がある。たとえば、もしわれわれが様々な製品の製造、流通、消費地を正確にマッピングすれば、それはグローバル経済がどのように作動しているかについての正確な記述となるであろう。しかしそれは、ほとんどの人々にとってまったく疎遠なものに映ることもまた事実である。同じように、海洋や大気汚染のパターン、漁業の乱獲の帰結、気候変動の農業に対するインパクト、人口増加圧力といった問題も重要であるが、何となくぼんやりと受け止められている。
アメリカと東アジアとの関係は、地球の社会・文化的構造の変化から直接的なインパクトを受けている。こうした変化の多くは、フランシス・ケアンクロス(Franses Cairncross)が「距離の消滅」と呼んだものから生まれており、それは世界全体に当てはまるが、東アジアにおける技術や社会の変化の早さは他の地域と比べものにならないぐらい早い。さらに東アジアは世界経済の駆動力でもあり、アメリカ経済にとっても重要な地域となりつつある。したがって、ある地域関係に対する認識とその現実とのギャップは、この東アジアにおいて最も大きくなる。企業、ＮＧＯ、地方政府、中央政府のあいだの相互的な結びつきという太い鉄の檻に囲まれていることこそ、東アジアという動物の１５年前と現在とを根本的に隔てるものなのである。
世界の変化を捉える際の理解のたち遅れは、一つには、日常的に接するものが、製品流通や情報伝達の複雑な網の目を感じさせないほど持続性を持つということによる。われわれの住む通りや家並みは相変わらず以前のままであったりする。しかし、われわれは今日、いわば「巨大な分裂と統合」ともいうべきものに直面している。実際、われわれは世界の諸機関や企業が未曾有の規模で合従連衡を行うのを目の当たりにしている。こうした統合への傾向は、情報の伝達・蓄積技術の急速な高度化によって促進され、社会や地域の経済システムによる規制をなぎ倒して出現してきた。さらに航空運賃と配送コストの急激な下落は、取扱量の少ない製品の長距離輸送さえをも容易にし、地方経済は今やかつては想像できなかったほど相互に結びつきを持つようになった。銀行業、製造業、メディア企業、運輸業、さらに政府、準政府組織などが地球的規模でより広く深く展開を遂げている。
しかし、こうした変化は同様に強い程度で社会分裂に否応なく向かう傾向を伴っている。様々な国、都市、場合によっては街区ごとでさえますます異なった領域に分断され、しばしば社会的交流や相互関心は希薄となる。現代の東アジアを覆う高層ビルのアパート郡は、かつての生き生きとした強い結束力をもった地域共同体を疎外された集合住宅に変えてしまった。同時に、インターネットは諸個人がそれぞれ異なった世界観をもつことを可能にするが、他方、その個人的な見解が彼らの日常接している人々と共有されることはないという問題を生み出している。富と所得の格差拡大とそれに対する認識は表面には表れにくい根本的な分断を生み出している。東アジアじゅうの多くの人々が、社会からの根本的な疎外を感じとっている。
しかし、どのような自己認識をもつかということと、社会および国際関係をどう理解するかとはまったく別問題である。地域社会の分裂によって地域共同体はまるでお互いが地球の反対側にいるかのような距離ができてしまった。同時に、実際に海の向こう側にいる個人や組織が技術的・文化的に密度の濃い結びつきを強めている。こうした転換は根が深く、かつて誰も経験したことがなく、多くの人々にとってその本質が見えない。

Ⅱ　２１世紀におけるアジア概念の危機

　この数年間のＡＰＥＣなどの国際会議や六カ国協議などを見ていると、「アメリカ」「中国」「韓国」と呼ばれる具体的な主体が存在するという印象を与える。メディアやアカデミズムは、現代の技術革新、貿易数量と旅行者の急増をひっきりなしに書きたてている。しかし、彼らは、そうした変化のもたらした国民国家の根本的な変貌を解明する点では二の足を踏んでいる。儀式的な記者会見や政府高官の公式訪問などの報道が与える印象は強いが、それと同じように、伝統的な国家が衰退し、国際的な利害集団のネットワークに取って代わるという転換から完全に目を覆うことはできない。国際関係論研究の当面の課題は、貿易を取り仕切り、情報と世論のために資金を出しているプレイヤーを正確に描き出し特定することである。
要するに、われわれが目にしているのはＮＧＯ、企業、銀行、個人、金融ネットワーク、組織犯罪シンジケートの網の目であり、それらは個々の国民国家の国内的・地域的文脈を超えて協力しあい取引をしている。したがって、国内的な視点からの要求は伝統的な民族的アイデンティティを保持しようとする新たなグループの強い自己主張によって担われる。問題は、グローバリゼーションがこうした新たな勢力配置の深刻な不安定性を除去しえないということである。たしかにグローバリゼーションを我田引水に用い、アウトソーシングや安い商品によって地域経済を破壊する人々がいることは事実であるが、グローバリゼーションはそれ自身としては究極的には中立的な現象であり、その最終的な影響がどのようなものであるかは未解明の大きな問題である。むしろ最大の問題は、こうした商品や情報が分配される新たなパターンや、政治を規定する政治的・経済的プレイヤーの新たなハイアラーキーを理解するための概念的なマップが一般の人々の手にないことである。目に見えない勢力が世界を形成していることについて多くの人々が気づいてはいるが、それを理解するための概念的なフレームワークがないため、東アジアの不安定性はよりいっそう深まり、政治家やデマゴーグが人々を誘導しやすい状況が生まれている。
韓国、中国、日本、ヴェトナム、タイ、モンゴルおよびアメリカでは、相互の制度や文化の面よりも、経済レベルでの一体化のスピードを速めている。私はこうした現象を中米関係に関する最近の論文で以下のように指摘した。

　「アメリカと中国の一体化は、流通システムとコンピュータ・ベースのビジネス・ネットワークの統合という形をとっているが、それは根本的に異なったこれら２つの社会組織をごちゃ混ぜに接ぎ木したものである。この新たな生物は自らの異質な性格も、向かうべき方向性も理解できない。ウォールマートなど超国家企業は、ロジスティックスや流通によって二つの国を結びつける。つまり、工場、貿易港、輸送船、貨物列車、トラック、倉庫などが織りなす不明瞭な世界が、これら二つの国に相互浸透し、サプライ・ネットワークを支える。China Shipping Container Linesという米中経済システムに関わるあまりなじみのない名前の巨大企業はオハイオ州に本拠を置いているが、同社が所有するコンテナの輸送拠点は中西部あたりでみられる類似の企業の施設よりも、むしろ中国国内の施設とよく似ている」

　ジュリアン・デラサンテリス(Julian Delasantellis)は、「グローバリゼーションの真の化身は、いまでは大型船から荷揚げするためにひっきりなしに行き来する標準２０ないし４０立方フィートのコンテナ船である」と述べている 。デラサンテリスによれば、このような貿易のインパクトと安価な製品への依存は不安定性をもたらすが、この問題こそ国際関係の最重要の問題として解明されねばならない課題である。
東アジアおよびその他世界における各国の相互浸透や流通システムは、これまでにない様相を呈しつつある。例えば、韓国はヴェトナムなどの途上国とも密接な経済関係を結ぼうとしており、その提携はいわゆる先進諸国との関係と同様の重要性をもつ。流通システムの統合によって、韓国と日本のように文化的には著しく異なる国々が経済レベルにおいて不断に結びつくし、さらには日本の農家の男性と東南アジアの女性との婚姻が社会的統合をも生み出すしつつある。こうした変化もまた深い文化的・社会的意義を持つ。
トーマス・フリードマン(Thomas Friedman)はその著書『フラット化する世界』 において、中国・インドその他がグローバルな製造・流通のサプライチェーンに参入することによって、国家間の社会・経済的障壁が除去され、新たなネットワークが創造されると指摘している。その結果、それぞれの民族国家が自国の論理に基づいた政策を追求することが、貿易や金融上の取引面から見て難しくなりつつある。通信技術の急速な発展とその価格低下によって国境の意味はますますかつての意味を失いつつある。諸要素のより大きな組み合わせが、あらゆる国内経済にインパクトを及ぼす。東アジアにおける分配と消費の統合とその深化は、工場、倉庫、港湾など流通システムのネットワークを生み出し、それによって諸国家は従来の主権概念と矛盾する大きな広がりを持ったひとつの構築物となろうとしている。
こうした現状を正確に描こうとするインセンティブは、メディアにもまたアカデミズムの世界にも欠けているように思われる。しかし金融、生産、流通の新たな展開を理解することは、不可能ではない。私自身の経験からも、客観的にこうした東アジアにおける諸国家の経済的・社会的諸関係を描こうと試みた際に、聴衆からよい反応が得られなかったことがしばしばある。こうした反応は、私の議論が間違っているとか、聞き手が反感を持っているとかではなく、私の議論が国際関係論の既存の概念と異質であることによる。

Ⅲ　東アジアの新たな参加者

　今日の社会経済生活に影響を及ぼす諸力の新しい組み合わせを理解するために、まず手始めに、東アジアに共通してみられる構造的変化について検討してみたい。孔子には「正名」(zhengming)という考え方が見られるが、それはつまり社会的・政治的現象とそれを叙述する用語とのギャップを埋める知的努力を意味する。本論もその努力につながるものでありたいと願うものである。東アジアの地域的安定にとって最も大きな脅威は、けっして北朝鮮の核開発計画や中国の軍事的拡大ではない。最も教育水準の高い人々のあいだにすら国家の性格についての無理解が根強く存在し、これこそがまさに近い将来、未曾有の緊張と軋轢を許すものなのである。
第１に、世界中で影響力を拡大しつつあるＮＧＯは東アジアにおいても重要なプレイヤーとなりつつある。　女性問題、歴史認識、環境保護、社会的公正、医療、開発など、あらゆる問題がＮＧＯのネットワークにおいて国際的視野から議論されている。商業メディアが事実報道を制限すれば、地域的な問題についての正確な情報源としてのＮＧＯの役割は否応なしに高まる。ＮＧＯは必ずしも地域市民の自発的な活動が生み出したものではなく、政府や企業の関係者の必要から生み出されたものも多く、場合によっては、一般には支持されがたい政策を糊塗したり正当化したりすることもある。 しかしそのことについても国際関係の研究においては分析対象とされることはまれである。
過去数年間だけでもあまりにも多くの新しいＮＧＯが設立されているので、それらをフォローするだけでも大変な作業である。既存の利益集団に対する闘争をますますNGOが担うようになっている。この傾向はアメリカ国内においてもっとも顕著であるが、同時に世界的な傾向でもある。NGOの影響力の広がりは民営化へ拍車をかけることにつながり、さらにそれが中立的な情報源としての政府の役割に対する信頼を損なっている。NGOのネットワークは、政府に対立する代替案――それがつねに客観的とは限らないが――を模索する市民のニーズから生まれる。例えば、韓国や日本の地域共同体組織はインターネットを利用して環境対策に協力して取り組み、驚くほど共通の理解をえている。各種研究機関やシンクタンクもアジアで発言を強めている。こうした結束力の強い組織が、貿易や安全保障、通信といった表舞台の中心領域にまで及びつつある。
第２に、政府や企業に対抗して存在感を増している非政府組織は、狭い意味でのNGOだけではない。NGOの鬼子である組織犯罪の広がりがそれである。その組織は、国際的な結びつきを持ち、国民国家の腐敗構造がその台頭の後押しをしている。こうした犯罪シンジケートの広がりは、ポストモダンな未来への突入というよりは、１世紀前への逆戻りである。２０世紀前半、旧満州のような高大なアジアの地域もかつては自らの権益をめぐって相争う盗賊、軍閥、企業に支配されていた。そうした過去への復帰という可能性も否定できない。
第３に、既に述べたように、東アジアにおけるメディアの統合と同質化は、東アジアの社会政治学的風景にも大きなインパクトを与えた。この１０年あまりのあいだ報道は国境を超えて同質化してしまい、中国でさえも主要報道機関が日本やアメリカでの報道にもとづいて経済記事を掲載することもしばしばである。こうした共通性は、イデオロギー的な対立が深刻であった１５年前には想像することもできなかったほどである。かつての中国の報道は社会主義的な原理にもとづき、日本、韓国、アメリカの報道とはちがった解釈を強要していた。共産主義、資本主義、あるいはリベラル派のいずれの立場を取るかによって経済や社会問題についての見解が異なり、韓国と中国とのあいだでも現実問題に対する議論が真っ向からぶつかったが、現在ではそのようなことはなく、批判的な言説が衰退していることも手伝って、多くの問題について両者に堅いコンセンサスがある。
韓国と日本のメディアは、領土問題や歴史問題などでぶつかり合うこともあるが、その他の国際問題については一般的に共通な見方を保持している。中国もまた六カ国協議の報道などでも大同小異の観がある。世界中のニュース報道が同じ情報源、同じデータに基づいている。それらが用いる用語や概念もまた共通である。その理由の一つは、英語情報の統一的な配信システムができあがっており、それが地域的な報道にも影響を及ぼしていることがあげられる。アジアでもメディア企業の統合が進み、古い独占的なメディアの支配体制を打ち破っている。このように情報の信頼性は低くなり、情報操作の機会も大きくなっている。
第４に、東アジアでは地方政府の役割も重要性を高めているが、これもまたあまり十分に研究されているとはいえない。日本の県、韓国の道、中国の省に相当する地方政府は国際関係において重要な役割を演じている。東アジアの各地方政府は、地方や都市レベルで複雑に入り組んだ取り決めを交わし、直接的な協力関係を築きあげている。多くの場合そうした協定は象徴的なものであるが、なかには政策的影響の可能性が大きいものもあり、意思決定過程を中央政府から徐々に引き離そうという動きもある。中央政府は貿易や経済開発に関する国家政策策定の主導権を確保しようとやっきであるが、地方政府はますますその領域に食い込み状況が複雑化している。
地方政府が明確にイニシアティブを握る主要な分野は外国人直接投資（FDI）である。多くの地方政府が外国資本の誘致をめぐって他の地方政府と熾烈な競争をくり広げている。自らの地域に企業を誘致するための宣伝物のために莫大な予算を確保し、知事や市長は海外の投資家から資金をえようと世界中を駆け回り、他の地方政府や中央政府、国際企業と協定を結ぼうとしている。こうして地方政府が外国の地方政府と密接な経済関係を結び、それが政策決定に最終的に影響を及ぼす可能性が強まっている。
地方政府の努力はFDIにとどまらない。ツーリズム、輸出、対外的なPR活動やロビイングなども東アジアの地方政府にとってますます重要な活動領域と考えられている。地方政府は、経済開発の独自の活路を見出そうと懸命である。しかし、こうした努力は、FDIに対する批判とと同様に、地元からの強い反発をも招いている。地方政府がこうした問題に有効に対処できるかどうかは明らかでない。しかし、彼らがそれに取り組みつつあるということ自体が、地方政府の役割に対する見方を一新するものであり、政策決定過程についてもある程度そのようなことがいえる。地方政府はますます中央政府をひな形にして、とくに、国際関係や経済取引の面での役割を強めることに注力することが予想される。たとえば、韓国や日本の市長や知事が集まる回数が政府首脳の会合の数を大幅に上るようになれば、地方政府こそが重要な交渉の中心的な部分を占めることになることになるかもしれない。
最後に、地方政府の積極的な役割とともに注目すべきは、都市国家の役割である。それは軍事力も大した領土もないが、経済的政治的関係をうまく管理し、自主的な外交によって重要な国際的役割を果たす政治体制である。アジアにおける都市国家の典型例はシンガポールであり、同国はその顕著な経済的成功によって多くの国の模範となった。シンガポールの安定的な国内政治環境は他のアジア諸国の目標となった。香港は、シンガポールほどの自律性はないが、経済セクターの主要部分がイギリス統治時代にもまして地方政府によってコントロールされている点で共通性をもっている。他のアジアの経済特区、たとえば深圳（中国）、インチョン（仁川、韓国）などは自律的な開発モデルとして国際的にも注目されてきた。こうした経済特区は、教育も医療も国際的な水準を提供しており、その周囲地域とは異なる。そうした地域は外国人には住みやすいが、国民国家としては深刻な解体状況を意味するものでもある。

Ⅳ　技術革新とその意義

すでに述べたような東アジアの統合と解体の傾向の両方に及ぼす技術のインパクトを過小評価してはならないであろう。国際レベルにおける統合と集中の矛盾や地方レベルの社会的解体と自律化という動きは、通信技術、とりわけインターネットの発達によってもっともよく説明される。個人が一人で巨大な機関の洗練されたヴィジュアルなサイトをつくり、それをインターネットをつうじて宣伝することができるということは、グローバルな競争舞台の存在を意味するが、そこは同時に情報の統制や操作を主な手段とし権力と影響力の確保が行われている領域でもある。こうしたトレンドは、起業活動と個人主義を促進するとともに、政府組織、企業、および社会全体の複雑でインフォーマルな指揮系統の解体過程をも助長する。それはまた情報の経済がグレシャムの法則に従うように、支配的で陳腐な言説の支配に門戸を開くものとなる。
所得格差の拡大や情報操作の結果生じる社会的解体は、それ自体が圧倒的な統合過程を伴うがゆえに一般にその傾向が判然としない。社会や制度の小部分への分解が情報の分散的な流れを生み出す一方で、ますます少数の情報を管理する主体が情報を一元的に統制しようとしている。インターネットはこうした状況のもとで、個人が自ら政策に影響を及ぼすことを可能にするものであるため、既存の支配勢力は自己の影響力の喪失を恐れその動きを制限したいと考える。しかし、こうした傾向は大多数にとっては表現の自由に対する抑圧と映る。インターネットはまた少数の発言力を場合によっては過度なほどに強める。またこうした少数グループが自己の正当性を主張しうる力が解体過程をさらに助長する。
フランシス・ケアンクロスがその著書『国境なき世界』［原題、「距離の消滅」The death of distance］ で述べているように、コミュニケーション技術は個人と集団や国家との関係を根本的に再編した。ケアンクロスは現在のコミュニケーションの状態を１９１０年時点の自動車と対比させ、われわれがいま、これからきわめて大きな意義をもつ社会的な大転換の戸口に立っているのだとしている。ケアンクロスは、人類は技術変化によって過去２世紀のあいだに３つの継起的な革命を経験しているとという。その第１は１９世紀における物資の輸送コストの急減、第２は２０世紀における人的輸送コストの急減、そして第３は２１世紀における情報コストの急減である。この最後の変化によって世界中の異なった利益集団は相互に緊密に結びつくことができるようになり、それによって国境はもはや決定的な重要性をもたなくなった。しかし同時に、映画やメディアの世界では伝統的な国民国家に対する幻想的なイメージがむしろ人気を呼び、国民国家に対する愛着を呼び起こしている。おそらく複雑に結びついた利益集団が漠然と支配する世界政治の混乱したイメージに人々はうんざりしているのであろう。
雇用の喪失と、「距離の消滅」がもたらした経済統合とによって、世界的な労働移動の波が起っている。東南アジアや中国から韓国、日本、シンガポールなどへよりよい生活を求めた労働移動が生じ、その結果、１９２０年代以来最大の社会的流動化と国境の崩壊が起っている。労働移動は経済統合が生み出した経済的・社会的再編の一つの結果であるが、この問題は東アジアにおける重要な政策的規定要因となっている。韓国、日本その他の国において、移民は地域的な異文化的集団を形成し、国内政策の議論に複雑な影響を及ぼす 。ますます多くの人々が、それぞれの国における既存の伝統的市民概念にあてはまらなくなりつつある。

Ⅴ　イデオロギーの腐敗とその意味

　東アジアの経済、社会、政治、および文化をめぐる議論状況の変化は、国民国家の既存のモデルでは十分考慮されていなかった新たな主体の台頭と密接に関連している。それは通信技術の発達――新しい諸組織が自己のメッセージや見解の発信することを可能にするとともに、旧制度と秩序の解体をも促す――の結果でもある。こうした変化の主要な原因として最後に付け加えるべきものは、各地域においてこれまで政治や社会の議論を支配してきたイデオロギーの腐敗という問題である。
共産主義イデオロギーとそれに反発する反共イデオロギーに端的に見られるように、個人や組織はよりよいと自ら判断する方向へ導くための世界観やモティベーションの観念的な土台を作ろうとする。一般的にイデオロギーの腐敗とは、それが通信技術の発達からくるのか、あるいは既存の制度の解体からくるのかは別にしても、現在の世界観が、倫理的判断あるいは政治指導者や諸集団にとっての将来的観点から見て、意味を失っている状態を指す。１９２０年代から１９８０年代まで、学会、ジャーナリズム、政治家、官僚は共産主義と資本主義の陣営に分かれて相互に非難合戦を繰り返した。こうした非難は誠実さを欠いた場合もあるが、イデオロギーの健全なバランスを維持し、たまに部屋の空気を入れ換えるという目的には役に立つものであった。しかしそのようなバランスはもはや消滅してしまった。
従来のイデオロギーの後退は、いま決して世界がありのままに捉えられている――それが実際に可能であるかどうかは別として――ということを意味しない。それどころか、議論はますます混乱の度を増し、われわれは、人々がすでに述べたような世界の根本的な転換について、説明はおろか考えることさえできなくなっているという事態に直面している。問題は教育や情報へのアクセスという問題ではない。実際、学歴の高い人々の多くが、９・１１同時多発テロや地球温暖化にまったく無理解であるということがある。むしろ、政治の現状に対する批判的分析からイデオロギー的支柱を取り去ることで、人々は些末な議論に埋没し、直面する真の脅威から完全に目を背けてしまっている。
韓国、日本、台湾（中華民国）の資本主義、民主主義、反共主義の主張の根源は中国やロシアの共産主義との直接的な対抗という枠を超えたところにあったように思われる。こうした主張は倹約と勤勉、人間性と誠実性、さらに集団に対する個人の犠牲を重んじるものである。「アジアの奇跡」と呼ばれた経済成長の根底にあったものはこうした質であり、それは共通のイデオロギー的原理に結びつけられ、朴正煕や蒋介石によって粗雑に表明された類のものである。
近年におけるイデオロギーの腐敗の帰結は、世界を理解するための建造物がなくなったために生まれた巨大な思考上の格差の出現である。イデオロギーや美的感覚は抽象的概念として主流派の政治学の言説から消え失せてしまったため、われわれは現在の歴史的局面を批判的に捉えることが難しくなっている。地球温暖化の深刻さ、政治的腐敗、情報の質的低下などが大多数の市民にとって見えなくなっている。われわれが直面している問題のまさにその背後にイデオロギーと美的感覚の問題が存在していることについて、私はしばしば指摘してきた。イデオロギーと美的感覚の問題は思考の基底部分に存在するため、それらを道具として用いなければ表面的な考察の域をでないのである。したがって現在、現状の問題を把握するためのイデオロギーが存在しておらず、したがって多くの人々にその所在が分からないのである。
東アジアの統合から見えてくるものは、現代の新味に乏しい均質な美的感覚であり、容易に複製可能な情報の価値下落であり、さらには相互理解のギャップを埋めようとする儀式の繰り返しである。すなわち現代の均質な美的感覚とは、現代社会のシンボルである高層ビルや消費とコンビニ文化であり、それらは異なった世界を想像することを難しくする理由を説明している。複製による情報の価値下落とは、画像やテキストの価値が初めから値崩れをおこし、誰もそれらを注意深く扱おうとしなくなったということである。最後に、政治的儀式とは六カ国協議に見られるように、議論の中身よりも開催そのものが重大なことであるかのように大きく取り上げられるような現実を指す。

む　す　び

本稿では、東アジアの社会的・政治的・経済的転換に影響を及ぼす重要な変化をみてきた。変貌著しい世界を把握するために数年前に耳目を引いたレトリックは姿を消したが、現実の転換のプロセスが消滅したわけではもちろんない。むしろ多くの場合、それは深く多様な根っこを張りめぐらしているといえる。
本稿が今世紀の東アジアと世界の真の安全保障問題に関する本格的な検討に資するものであることを願う。われわれは転換期のレトリックを乗り越え、変化を注意深く考察すべきであり、そのことによってのみ、われわれは新たな国際関係を築くためのアプローチへと進むことができるであろう。

한류에 환경메시지 실어보내자

Making the environment part of the Korean Wave

한국은 ‘푸른 발전-녹색 성장’을 경제 발전 전략의 토대로 삼고 있다. 이러한 환경을 염두에 둔 국가 성장 전략은 매우 지혜롭다고 평가할 수 있다. 이는 또한 앞으로 아시아 전체에 건전하고 발전적인 방향을 제시할 것이며 이것이 경제 조정 과정을 이끌어가는 영향력을 행사할 것이다. 녹색성장을 바탕으로 할 때 한국이 취해야 할 첫번째 단계는 이러한 변화와 발전에 가장 큰 영향을 줄 요인을 찾아내는 것이다.

에너지 고효율과 석유화학 공장에서 나오는 공해의 감소를 위한 개선의 노력은 가장 중요하고 시급한 문제로 여겨진다. 이러한 문제의 해결 과정에서 아시아 전역에 파급돼 유행하고 있는 한류문화의 힘은 녹색 성장의 힘보다 더 강한 영향력을 가지고 있을 것으로 보인다.

최근 한류문화 즉 대하드라마, 영화, 가요, 패션유행, 비디오게임 등이 주변의 동북, 동남, 중앙아시아, 중동 그리고 러시아, 라틴아메리카 등에 널리 퍼져 유행하고 있음을 알 수 있다.

오늘날 심각한 환경문제에 대한 주요 원인을 생각해보면 서구 삶의 모습을 본받으려고 하는 삶의 행태가 주요 원인으로 작용했다고 할 수 있다. 중국, 중앙아시아, 인도에 사는 시골 농민들의 도시생활을 위한 ‘이촌향도현상’을 보자. 주변의 자연환경을 해치는 벌목, 환경 훼손, 환금 작물의 재배, 자동차 구매, 대도시로의 이사와 도시생활 향유에 필요한 재화 획득 등의 필사적인 노력이 이뤄지고 있다. 우리는 이 과정에서 자연 환경이 파괴되어 가는 모습을 볼 수 있다.

결국 이러한 행태는 대재앙을 낳게 되는 것이다. 비록 미국사람들의 생활방식이 개선된다 하더라도 세계 도처에서 환경파괴와 같은 과정이 진행된다면 지구의 환경 대재앙은 피할 수 없는 일이다.

요즈음의 한류문화 즉 대장금 같은 대하드라마와 노래, 영화는 아시아에서 가장 파급이 빠르고 영향력이 막강함을 알 수 있다. 중국, 베트남, 중앙아시아, 몽골인들은 한국의 드라마를 보고 매료되어 자기들의 생활과 사고 방식을 바꿀 정도로 한류문화의 인기가 대단하다.

이러한 것은 아시아에서 환경문제에 대한 위기 해결을 위해 한국이 중요한 역할을 할 수 있는 대단한 기회를 갖게 된다는 것을 의미한다. 가령 앞으로 한국의 대하드라마에서 아주 멋진 주인공이 사치스러운 생활을 하는 백만장자의 모습이 아닌 환경을 소중하게 여기고 자연생태를 조화롭게 유지하려 애쓰는 한류스타(주인공)가 등장한다면, 아시아 전 지역에 파급될 영향이 매우 클 것이다.

물질 만능주의가 사라지고 에너지 절약과 쓸모있는 물건의 재활용이 한국의 대하드라마만큼이나 유행하게 되면 주변의 많은 나라들에 환경문제의 해결은 물론이고, 이들 국가를 지속적인 발전의 길로 이끌어 줄 수 있는 효과를 기대해 볼 수 있을 것이다.

이런 한국 인기 대하드라마를 한번 상상해 보자. 다양한 활약을 하는 멋진 남성 주인공이 에너지 절약에 깊은 관심을 갖고 사치스러운 파티 등을 거부하고 주말에는 나무를 심고 이웃집 사람에게 재활용의 중요성을 설명한다. 또 그 주인공이 자동차 대신 자전거를 타는 모습을 보면 여성들이 한눈에 반할 것이다. 이런 장면이 한국 드라마에 나오면 다음 세대 아시아인에게 커다란 영향을 주고 아시아와 나아가 전 세계의 환경과 경제를 살리는 데 도움이 될 것이다. 한국이 환경 문화를 선도하기 위해 출발해야 할 때는 바로 지금이다.

대전에 거주하는 외국인이 본 대전의 국제화 점수는 몇 점일까?

대전시는 5일 한남대에서 국제화 실태 조명과 글로벌 도시 방안 모색을 위한 국제화 포럼을 개최했다.
우송대 임마누엘 (한국명 이만열·44·사진) 교수는 '외국인의 시각으로 본 대전'이라는 주제발표를 통해 대전의 국제화 실태와 전략적으로 필요한 부분을 지적했다. 임마누엘 교수는 지난해부터 우송대 솔브릿지 국제경영대학 아시아연구소 소장을 맡고 있다.
임마누엘 교수는 대전의 국제화 문제점으로 "외국인을 위한 좋은 교육시설이 있다면 장기체류하는 외국인이 있겠지만 자녀교육 문제가 해결되지 않아 2~3년이 지나면 대전을 떠나게 된다"고 지적했다. 그는 이어 대전의 "외국인을 위한 좋은 교육시설이 있다면 장기체류가 가능하고 그들이 장기적으로 대전을 국제도시로 만드는 데 일조할 수 있다"며 "대전에 오랫동안 사는 외국인을 위한 공동체(foreign community)가 필요하다"고 말했다.
또 "버스 운전사나 공무원, 국제협력팀의 직원 등 외국인을 자주 접하는 계층은 계속 영어 교육을 받아야 한다"면서 “대전의 대학들도 국제화 중요성을 인식하고 있으나 막상 일반 직원을 위한 영어 교육은 별로 없는 실정"이라고 꼬집었다.
그는 특히 "행정기관, 기업, 대학 등의 기관에서 대전에 사는 외국인을 적극 활용하는 것도 국제화를 앞당기는 한 방법이 될 수 있다"고 말했다.
이어 "세계화·국제화는 더 이상 미국 중심으로 흘러가지 않는다"며 "도로 간판에 영어가 필요하지만 인도나 동남아, 몽골, 중국 등 비영어권 나라를 위한 준비가 소홀한 측면이 있다"고 덧붙였다.
대전에 거주하는 외국인은 전체 인구의 0.9%인 총 1만3725명으로 계속 늘고 있어 의료, 교육, 주거, 여가 등 이들을 위한 여건 조성이 시급한 것으로 지적되고 있다.

[기고]정부출연硏 과학정책의 비전 제시해야

A new vision for the Korean research institute

한국의 정부출연연구소(출연연)가 지난 30년간 선진국 연구소에 비해 초라한 연구비를 활용하면서 전기공학과 자동차공학, 재료·생명공학 분야에서 이룬 업적을 보면 경이적이다. 그러나 이 기간 세계는 크게 변했고 한국은 새로운 시장, 새로운 사회·경제문제에 대처할 수 있는 새 기술이 필요할 것이다. 한국 경제는 지금까지 가전제품과 자동차를 중심으로 발전해 왔지만, 앞으로는 새로운 분야인 재생에너지, 환경기술, 생명공학, 농학 등의 연구와 제조기반을 전면적으로 바꿔야 하는 거대한 변화를 맞이하고 있다. 지금의 위기는 1960년대만큼 심각하며 그 당시와 유사한 극복 의지가 요구된다. 이 과정은 틀림없이 매우 고통스럽고 불확실하지만, 생명공학 등 새로운 분야에서 출연연의 존재가 절대적으로 필요하다는 점은 분명하다.

현재 한국에서는 이들 분야에 대한 수요가 대단히 많기 때문에 교육과 연구 양쪽을 담당하는 대학교가 이를 뒷받침할 수 없을 것이다. 출연연 내 실험실은 당연히 대학 교수들과 긴밀히 협력해야 하며, 겸직교수가 보편적 형태가 돼야 한다.

차세대 출연연은 구조와 자금 조달, 전략 면에서 이전 연구소와 근본적으로 다르다. 새 출연연은 연구소 사이의 교류 및 상호 작용을 촉진함으로써 시너지 효과를 낼 수 있을 것이다. 한국 정부가 과학기술 정책에 대한 청사진이 부족하다고 한탄하는 사람들이 많다. 그러나 이러한 상황은 각 출연연이 각자의 임무를 되돌아보고, 모든 연구소가 전략에 대한 합의를 도출해야 한다는 점에서 축복이라고 볼 수도 있다.

에너지, 환경, 식량 안전에 초점을 맞추는 것이 열쇠다. 한국은 오랜 기간 집중된 연구를 통해 점진적으로 발전하는 모델로 성장하지 않았다. 한국은 이제 급격한 경제, 문화, 지적 변혁의 시기에 뛰어들고 있다. 한국 경제는 석유 의존에서 탈피하고, 아시아 전역의 식량 안보와 환경 악화 현안을 다뤄야 하는 중대한 도전을 맞고 있다. 이전 세대가 한국을 전쟁의 잿더미에서 부흥시킨 의지력이 다시 필요한 때이다.

출연연은 가장 중요한 현안에 주력하고, 비록 단기적인 이익이 있다 하더라도 외부 연구 프로젝트를 중단함으로써 그들 스스로 중요한 역할을 재확립할 수 있어야 한다. 이를 통해 우리 삶에서 과학이 차지하는 가치를 시민들에게 보여줄 수 있어야 한다. 출연연은 학계뿐만 아니라 사회 전반에서 지도적인 역할을 수행할 수 있는 혁신과 문화 변혁 능력을 증명해야 한다. 과학자들은 정부기금의 수동적인 대상이 돼서는 안 된다. 출연연은 연구에 대한 미래의 비전과 사회의 수요와의 관계를 정립해야 한다. 그럴 때에만 대중의 의식 속에 과학의 중요성이 재확인될 수 있을 것이다.

출연연의 새로운 역할은 미래 사회의 요구를 예상하고 전 세계 유사 연구소와 협력해 구체적인 대응책을 도출하는 일에 집중하는 것이다. 또 과학기술의 가치를 증진시키기 위해서는 중소기업과 협력해야 한다. 중소기업은 출연연과 전략을 논의하고, 정부와 접촉하는 연구소를 통해 배우며, 출연연과 함께 국민에게 과학 정책의 비전을 제시하는 공간의 역할을 해야 한다. 각 출연연을 중심으로 기업 집단이 형성돼야 하며, 새로운 접근방식을 추진하는 젊은 연구자들이 이러한 관계의 원동력이 돼야 한다.

한국의 출연연이 지금 당장 경제를 이끄는 역할을 하지는 않겠지만 뚜렷한 비전을 세우면 경제가 어려운 이 시점에 한국이 나아갈 방향과 희망을 찾을 수 있을지 모른다.

Can you say ‘expatriate community’?

As a person writing a column on a page called “foreign community,” this may sound like I’m biting the hand that feeds me, but I don’t like being called a “foreigner.”

The term usually isn’t used maliciously, but the fact that it’s so entrenched in the language and culture demonstrates an exclusionism that’s a major obstacle to Korea’s goal of becoming a global nation.

Of course, for the portion of the expatriate community (yes, the name of this section of the paper is also under debate) who don’t speak Korean, the separation implied by the term is reasonably justified.

But for Emanuel Yi Pastreich, “the issue of being called a foreigner or thought of as a foreigner” is a larger problem.

Pastreich is director of the Asia Institute at Woosong University’s SolBridge School of Business in Daejeon and is an adviser to the governor of South Chungcheong Province. He speaks fluent Korean and has two Korean-American kids, also fluent, who attend local elementary schools. He and his wife each took the other’s last name when they married.

“Often when you are in Korea, people end up being forced to choose between being in an international community or a Korean community,” he said.

He and his family have chosen, so far, to live in the Korean community, but the decision has been difficult for his children.

“[Korean] kids would point at my son and say, ‘There goes a foreigner,’” he said. “It’s hard for him to blend in, even though he just thinks he’s a kid.”

On the positive side, Pastreich said he does see headway being made in his work with the local government.

“Korea has made a lot of progress in this respect. It’s gone from being a hermit kingdom to being relatively open. There’s an effort to imagine a multicultural world. They put on seminars, events and open global centers. I highly commend Koreans on the efforts that they’re trying to make, which is sometimes more substantial than in other countries.”

But much of this activity still needs a lot of work. “Government documents and proposals all say, ‘Foreigner this, foreigner that,’” when they’re talking about programs designed for attracting investment from abroad. “It’s exclusionist and amateurish,” said Pastreich. “The word ‘foreigner,’ if used inappropriately, can give a very negative impression.”

Pastreich says the prevalence of the word and its implications stem from what it means to be “Korean.”

“It starts with the issue of race and nationality. Koreans have traditionally tried to blur or combine them. It’s part of the post-war ideology of trying to establish a national identity after the colonial period.”

This conflation of race with nationality complicates things when people decide to take Korean citizenship.

“Overseas Koreans are Koreans,” said Pastreich, “even though their citizenship is not. But a naturalized Thai is still Thai, even if he’s Korean.”

Pastreich has some ideas about how this society can work to overcome this deep-seeded segregation.

“We need to create a space for Vietnamese-Koreans, American-Koreans, and other internationals,” he said.

“Television would be a way to change it. Have a show about a daughter or a son marrying a husband or wife from overseas, and talk about the misunderstandings that emerge.

“Also, change international documents to use the term ‘international community’ instead of ‘foreigners.’ Only identify foreigners when it’s necessary,” Pastreich suggested.

It looks like I’ll have to continue that talk with my desk head about the name of this page.

It's painful to watch well-intentioned Koreans inadvertently utter a loaded word that immediately creates distance and disparity at a time when we should all be trying to come together. That word in question is the ubiquitous term foreigner.

Deeply ingrained in parlance, to many it seems completely natural for Koreans to describe people who come from foreign countries as "foreigners." We concede that foreigner is a step up from that old chestnut alien, but a small change in usage would do wonders for Korea's relationship with the outside world.

So what are the best alternatives to "foreigner?" Well, when it comes to translating the Korean equivalent woegukin (외국인) into English, we recommend internationals, foreign nationals, or expatriates. Actually, the term visitor or guest will often suffice.

The most important point to bear in mind is that, time and again, there is no need to use a special word at all. The test is whether the statement made applies only to those whose citizenship is not Korean. If that is not the case, then obey Occam's razor and just drop it.

Remember that millions of ethnic Koreans are citizens of other nations and a growing number of expatriates have received Korean citizenship. Furthermore, one in ten rural marriages are now binational. Is it apt to label the wives (mothers of Korean children) in such marriages as foreigners? The people hurt by such talk are not visitors from abroad but the Korean children who struggle to understand why such a distinction is necessary.

We welcome Korea's emergence as responsible global actor. Hand in hand with that step forward comes the end of an age of homogeneity and simplified labels. Korea has a bright future ahead in which its citizens can speak proudly of being Vietnamese-Korean, Mongolian-Korean, etc. When that day comes, Korea will have come of age.

Foreign Policy In Focus

A devastating earthquake leveled the Chinese town of Wenchuan, leaving in its wake over 60,000 dead and five million homeless throughout Sichuan Province. It will take years to heal the damage of this tragedy. Nevertheless, even as aid organizations and local government scramble to erect temporary housing and supply drinking water, it's important to step back and consider how the international community can properly contribute long after the last rescue crew has left.

First of all, today’s China is a very different place than the country that suffered a major earthquake 30 years ago. In 1976, China was largely closed to the world, despite an incipient rapprochement with the United States. As Wenran Jiang notes, China has opened itself up to the world, accepting international rescue and medical teams to an unprecedented degree. “But for a tectonic shift to occur in the world’s perception of China as a new kind of superpower,” he writes, “Beijing needs to do more than demonstrate that its crisis management is better than Burma’s or that post-earthquake Sichuan is no post-Katrina New Orleans.”

One way for China to prove that it is a new kind of superpower is to do something that goes beyond simply rebuilding Wenchuan. It can make a virtue out of necessity and, with outside assistance, leapfrog over existing technologies to create a new kind of city.

Such a transformation in the face of adversity is not unique. For instance, the Lisbon earthquake of 1755 killed a similar number of people. That tragedy led to the development of the science of seismology. King Joseph of Portugal rebuilt Lisbon as a grand city boasting the first buildings with earthquake-resistant designs. Lisbon's Pombaline district from that era of regeneration remains a tourist attraction today.

China can do Portugal one better. With international help, it can rebuild Wenchuan as an eco-city of energy efficiency and Green common sense that can inspire the world – a Gaviotas for the 21st century. Such an eco-city can be a model of sustainable development that points beyond the contradictions of economic growth based on energy consumption. Wenchuan could draw admirers just as Curitiba in Brazil does for its excellent public transportation and environmental urban planning. Such a tribute to the earthquake's victims, by implementing solutions that can save the planet, would be more fitting than any plaque or monument.

China has already shown itself to be open to the establishment of eco-cities. Dongtan island, near Shanghai, is an ambitious effort to create a next-generation low-energy-consumption community powered by sustainable energy and organized by the Shanghai Industrial Investment Corporation. Built by the global engineering firm ARUP, Dongtan will feature extensive local organic farming that will make it food self-sufficient. Its public transportation will be powered by hydrogen fuel cells, and its carbon footprint will be virtually nonexistent. By doing something similar inland, China can transform not only how it approaches the environment but, because of how important China is to the global picture, how the world deals with climate change.

The recreation of Wengchuan as an eco-city could rely on an already extensive regional network of environmental cooperation. Korea signed environmental cooperation agreements with both China and Japan in 1993. The Sino-Japan Friendship Centre for Environmental Protection has been around for more than a decade. In particular, Japan has been working with China to control the latter’s air pollution. Japanese cities, too, have established sister city relations with their Chinese counterparts, which has served as a conduit for transferring technology and know-how. When Chinese premier Wen Jiabao visited Japan in early May, his tour of a state-of-the-art recycling plant prompted a request for cutting-edge Japanese technology to address China’s environmental problems.

Wenchuan could raise regional cooperation to the next level. Japanese technology, Korean funding, and the support of the Chinese diaspora in Southeast Asia could all play important roles. Taiwan, too, could earmark special funds as part of a newly unfolding economic relationship with the mainland.

But Wenchuan should not simply be a showcase. It must be sustainable and replicable. Much as Habitat for Humanity builds affordable housing for the poor around the world, the Wenchuan model must be workable not only where there are blank slates but also in existing cities. To deal effectively and honestly with the challenges of pollution, climate change, and energy inefficiency, we must focus our efforts on the neglected regions of the world where the struggle for economic growth trumps all other concerns. Using hybrid automobiles in wealthy countries or installing more efficient refrigerators, while necessary, is not nearly enough. Funding from wealthy countries must help cities like Wenchuan meet the new global standards for reducing carbon emissions.

If the Cold War was about the threat of nuclear war and massive ideological conflict, the environmental struggle today is about regaining harmony between nature and human development. President John F. Kennedy asserted his solidarity with the people of Berlin when he said in 1961, "Two thousand years ago the proudest boast was civis romanus sum [I am a Roman citizen]. Today, in the world of freedom, the proudest boast is 'Ich bin ein Berliner' [I am a citizen of Berlin] All free men, wherever they may live, are citizens of Berlin, and, therefore, as a free man, I take pride in the words 'Ich bin ein Berliner!'"

In the spirit of the new age of environmentalism, let us update Kennedy’s famous words. Let us say today "Wo shi Wenchuan de Shimin" (I am a citizen of Wenchuan). In that spirit of compassion, let us rebuild Wenchuan, the victim of an act of nature, with an eye toward rebuilding all of our cities, the victims of our blind embrace of unsustainable growth.

汶川不应只是摆放在陈列室的展览品，在国际社会的帮助下，汶川应被建成一座节能的经济城市

2008年5月12日发生在中国的汶川毁灭性地震，造成整个四川省超过6万人遇难，500万人无家可归，而灾后的重建工作将需要很长时间。虽然当前救援组织和当地政府已经紧急修建了临时住房并提供饮用水，但同样重要的是我们应该开始考虑在救援人员离开后，国际社会应该如何有效在而合适地发挥长久的作用。

今日的中国已经不是30年前遭遇唐山大地震的中国。1976年，中国基本上仍是一个自我封闭的国家。但正如姜闻然(加拿大阿尔伯塔大学中国学院院长)所指出的，当今中国已经面向全世界开放，非常乐于接受国际援助组织和医疗队的援助。

有一种方法能够帮助中国向世界证明她是一个新型的大国，那就是一个超同一般的重建汶川计划。这一计划将超越所需，在外界的帮助下，采取新型技术来建立一个新型城市。

类似这样的灾后转变其实并不罕见。1755年葡萄牙首都里斯本的地震中近6万人遇难。这场灾难除了促进了地震学的发展之外，葡萄牙国王约瑟将里斯本重建成为一个宏伟壮丽的城市，并以最早具有防震设计的建筑而闻名于世。时至今日里斯本的Pombaline King Joseph区仍是旅游热点。

中国可以比葡萄牙做得更好。在国际社会的帮助下，汶川也许可将被重建成为一座节能的经济型城市。这样的经济型城市将成为调和经济发展同能源消耗矛盾的可持续发展的模型。汶川会如同巴西的库里提巴一样，因为其优秀的公共交通和城市环境规划而受到瞩目。贯彻可以拯救地球的解决方案，是比所有牌匾或者纪念碑都更合适的对地震遇难者的纪念。

事实上，中国已经显示了对ECO城市(生态城市)的开放政策——上海崇明东滩岛便是一个例子。由全球性工程公司ARUP建立的东滩，将以当地广泛的自给自足的有机农业为特色。其公共交通将由氢燃料电池供给动力，没有任何的碳污染。通过在内陆地区实行类似的计划，中国可以获取的经验不仅是如何保护环境，而且对世界如何应对气候变化具有指导作用。

其实，将汶川重建成为一个ECO城市可以借助一个已广泛存在的环境合作区域网。韩国、中国和日本在1993年签署了环境合作合约，中日友好环境保护中心已成立十几年，特别是日本和中国正合作治理中国的空气污染问题。

同时，为了更好地加强技术交流，日本一些城市与中国城市成为了姐妹城市。中国国家总理温家宝在5月上旬访问日本，在参观一个拥有当今最先进技术的回收工厂时，他提出了用日本最先进技术来解决中国的环境问题的殷切期望。

除此之外，汶川能够进一步提高区域合作水平。日本的技术、韩国的资金以及海外华人的支持都将在其中扮演重要角色。与此同时，台湾特别指定特种基金，作为与中国大陆开展经济合作关系的一部分。

汶川不能只是摆放在陈列室的展品，它必须是可操作的并且可复制的。就如同非政府组织Habitat for Humanity(人类家园)在全世界为贫苦的人们修建可住得起的房屋一样，汶川要想成为模板，就必须做到不管是在荒野还是在城市中，都应该是实际可操作的。

为了有效地、公正地处理来自环境污染、气候变化和能源不合理利用的问题，我们必须将工作的重点放在那些经济发展的问题比其他的问题更严重的地区。在富裕的国家使用节能汽车或更有效节能的冰箱，是必须的，但是并不足以解决这个问题。富裕的国家应该提供资金来帮助像汶川这样的城市以达到全球性碳排放减少的新标准。

如果说冷战是关乎核战争和野心家的斗争，那么当今在环境问题上的努力和挣扎则是为了自然与人类发展的和谐。肯尼迪总统曾在1961年向德国人民发表团结一致的宣言：两千年前，最自豪的夸耀是“我是罗马人”。今天，自由世界最自豪的夸耀是“我是柏林人”。所有自由人，不论他们住在何方，皆是柏林市民，所以作为一个自由人，我为“我是柏林人”这句话而感到自豪。

在当前关注环境的新时代的背景下，让我们重写肯尼迪这段著名的演讲。让今天的我们自豪地说“我是汶川人”。带着这样的情感，让我们重建汶川，这个自然灾害中的受害者。同时去审视，去思考重建我们的城市——那些不可持续发展的信念中的受害者。(Emanuel Pastreich为韩国又松大学国际商学院亚洲研究所所长）

 

Daejeon: Environmental Capital of Asia

[Commentary] On how Korea can lead the way in essential technologies

No one would expect that it would be Daejeon, of all cities, that would take a leading role in adopting policies to reduce the consumption of energy, mitigate pollution and implement aggressive recycling policies, but it is easy to see that because Daejeon is blessed with such remarkable scientific resources, it is poised to become the environmental capital of Korea and serve, eventually, as a model for all cities in East Asia that are now engaged in the battle to rid themselves of the specter of environmental degradation and the addiction to imported oil.

The first step towards this goal is simple: a contest for elementary school children asking for an answer to this question: "What is the best way for Daejeon to reduce its use of energy and reduce pollution?" The winner will be given a scholarship for university. The essays will be published in all of the newspapers. And it will be made clear that freedom from oil and pollution is critical to our city's future.

The next step for us will be a careful survey of all the technologies that have been developed in Daejeon and research underway at universities or government research centers that is relevant to energy conservation and pollution reduction. The most valuable and practical technologies and strategies will be identified, analyzed and a plan put forth for their application in Daejeon. That process will require considerable imagination, as the applications of technologies being developed to the reduction of energy consumption or elimination of pollution may not be immediately obvious. For example, technologies developed at the Korea Institute of Machinery and Materials or Korea Aerospace Research Institute may allow us to build highly efficient electric bikes that will reduce automobile traffic.

Daejeon will not only be a center for research, it will become a testing ground for the applications of the new technologies developed here. Experimental trains with minimum emissions and maximum efficiency will be built using special computer coordinated tracks. New cutting-edge heating systems will be subject to large-scale testing in Daejeon to see whether we can cut down inefficiency. Space-age insulation materials will be added to all new housing to bring down heat loss, and the next generation of solar cells will be seen first in Daejeon.

Daejeon will rapidly become a showroom for advanced energy and pollution technologies available nowhere else. We can expect global attention and increased interest in the region. Moreover, Daejeon can become a leader in environmental technologies as a result: a field that promises to grow exponentially as the environmental problems of China, India and the developing world are confronted over the next decade.

We should think of this effort as equivalent of the plan to put a man on the moon. We will declare that Daejeon will be the greenest city in Asia in 8 years and will cut its energy use and pollution emissions by half in spite of anticipated growth. We will then have a clear, and difficult goal. We can then focus on using every technology that we have at hand to realize that ultimate goal.

Let us consider the concrete steps we should take:

We should conduct a survey of technologies with applications to reducing energy consumption and pollution.

Technologies that reduce emissions; technologies that reduce energy waste; technologies that insolate homes; technologies that generate energy cheaply and cleanly; technologies for collecting and processing garbage; technologies for reducing garbage in the first place; technologies for making transportation more efficient; technologies for cleaning up pollution, etc.

We can then identify which of those technologies can be applied effectively in Daejeon as part of an experimental run before global application. We should consider which technologies can be readily applied in China and India, but at the same time, we should also aim for a global standard, undertaking projects without precedent. Daejeon will become the center in Asia for environmental technologies.

Establishment of a center for environmental issues in Daejeon that will coordinate the development and implication of these technologies.

Identify companies or organizations that can cheaply and effectively produce and distribute these new technologies in Daejeon.

Promote policies and habits that reduce energy consumption and eliminate pollution in Daejeon.

Technologies related to the environment will be immensely valuable in the years ahead. If Daejeon leads the way, we can become a center for the world economy over the next 15 years.

[기고]대전은 세계경제 이끌 '첨단 환경도시'

친환경 도시의 특징은 무엇일까? 에너지 소비를 줄이는 원칙을 수용하고 환경오염을 줄이며 강력한 분리수거제도를 실천하고, 자원을 재활용하는 등의 적극적인 정책을 펴는 도시일 것이다.

누구도 아시아의 여러 도시들 중에서 대전이 환경경영을 실천하는 선구적인 역할을 맡게 되리라고 기대하지 않았다.

하지만 대전은 뛰어난 과학자원의 축복을 받은 곳이기에 충분히 한국의 환경 수도가 될 수 있다.

또 현재 환경 퇴보라는 망령과 수입 석유에 대한 중독으로 전쟁을 치르고 있는 동아시아의 모든 도시들의 미래 모델로서의 자질도 충분하다.

이 목표를 향한 첫 단계는 간단하다.

대전지역의 초·중·고 학생들에게 "대전이 에너지 소비량을 줄이고 오염을 줄이는 가장 좋은 방법은 무엇일까요?"라는 질문을 주고 이에 대한 답변을 인터넷을 통해 공모하는 대회를 여는 것이다. 대회의 우승자들에게는 부상으로 대학 장학금을 주고 우수한 답안들은 대전의 모든 신문과 방송매체를 통해 대전 시민들에게 알린다. 그러면 시민들은 미래 세대들을 통해 에너지 부족과 환경오염에서 벗어나는 것이 대전의 미래에 결정적인 과제라는 것을 분명히 깨닫게 될 것이다.

시민적 공감대가 형성된 이후 단계 역시 중요하다. 대전의 대학이나 정부 출연연구소에서 개발 중인 에너지 보존과 오염원 감소에 관련되는 연구개발 활동을 주의 깊게 살펴보는 것이다.

가치 있고 실용적인 기술과 개발전략들에 대한 확인·분석 작업이 완료되면 대전에서 그 기술을 응용하려는 일련의 계획들을 수립해야 할 것이다.

이 과정에는 상당한 상상력과 추진력이 필요하다. 기존의 기술들이 어떻게 에너지 절약이나 오염 제거에 활용 될 수 있는지가 단기간에 명확히 드러나지 않기 때문이다.

그러나 충분한 상상력과 추진력이 충분히 발휘된다면, 한국기계연구원이나 한국항공우주연구원, 한국화학연구원 등 다양한 연구기관에서 개발 중인 원천 기술들을 이용해 효과적인 전기 자전거를 만드는 등 성과를 기대할 수 있다. 이같은 일은 대전의 교통체증을 줄이는 효과를 볼 수 있을지도 모른다.

대전은 한국의 연구개발의 중심일 뿐만 아니라 개발한 환경 관련 신기술 응용의 실험장이 될 것이다.

대전에서 컴퓨터로 선로 조정을 하고 배기물질은 최소화하고, 또 연비는 극대화시킨 시험 열차가 제작될 것이다.

또 비효율성을 최소화에 하는 새로운 최첨단 난방 시스템의 대규모 테스트도 대전에서 실시 될 것이다. 열 손실을 완전히 줄이는 우주 시대의 단열물질이 새로운 주택공법에 사용 될 것이며 차세대 태양 전지도 대전에서 처음으로 선보일 것이다.

대전은 어디서나 사용가능한 진보적인 에너지와 오염 절감기술 시스템들의 전시장으로 신속하게 변모할 것이다. 우리는 이러한 신기술들을 통해 지구온난화에 대한 높은 사회적 관심과 세계적인 주목을 받을 수 있다.

결과적으로 대전은 중국과 인도 및 개발도상국들이 향후 10년 간 직면하게 될 환경 문제들을 해결해 주는, 실질적인 성장이 보장된 분야인 환경 기술의 세계적인 리더로 부상 할 가능성을 갖고 있다.

우리는 이러한 노력들을 인간을 달에 보낸 계획과 동등한 것으로 생각해야 한다.

이같은 노력을 실천한다면, 대전은 8년 안에 아시아에서 가장 친환경적인 도시가 될 수 있을 것이다. 지속적인 경제발전에도 불구하고 에너지 사용과 오염 방출양은 반감시키는 도시가 될 것임을 예상할 수 있어야 한다.

우리가 밟아갈 구체적인 절차에 대해 생각해보자.

먼저 에너지 소비량과 오염을 줄일 실용적인 기술에 대한 조사를 실시해야 한다.

오염 방출양을 줄일 기술, 에너지 낭비를 막을 기술, 태양열 주택 기술, 저렴한 청정 연료를 생산할 기술, 쓰레기를 모으고 건설적으로 처리하는 기술, 처음부터 쓰레기를 줄이는 기술, 보다 효율적인 운송수단을 만드는 기술, 오염된 장소를 청정하게 하는 기술 등이 이에 해당할 것이다.

다음 단계로, 우리는 그런 기술들 중에서 대전에서 시험 가동을 통해 세계적인 상용화에 성공 할 수 있는 기술들을 구별해야 한다.

또 우리는 어떤 신기술들이 중국과 인도 및 개발도상국들에 즉시 적용될 수 있는지도 고려해야 하며, 이와 동시에 수행되고 있는 에너지기술들을 세계적인 수준으로 끌어 올리도록 해야 할 것이다.

대전에 환경산업센터를 설립하는 것도 이런 기술들을 개발하고 대책을 마련하는 것 못지않게 중요하다.

If you read U.S. newspapers through a security lens, you might get the impression that Washington is well on its way to containing China economically, politically and militarily. China is portrayed in the media as America’s enemy of choice: the 2006 Quadrennial Defense Report states explicitly that “of the major and emerging powers, China has the greatest potential to compete militarily with the United States and field disruptive military technologies that could over time offset traditional U.S. military advantages absent U.S. counter-strategies.”

In response the United States is working closely with Japan, Australia, New Zealand, South Korea and Indonesia to develop closer bilateral military relationships. It has concluded a nuclear deal with India, remains close to Pakistan, and has cultivated strategic alliances in Central Asia with China’s neighbors. When former Secretary of Defense Rumsfeld held a meeting in June 2006 with Mongolian Defense Minister Mishigiyn Sonompil one might have thought the United States had just about surrounded China. More recently, in October, the U.S. Missile Defense Agency touted a successful integrated ground test as the first step in a system that will counter the supposed military modernization of China that so threatens American security. And China tested an anti-satellite missile in response that caused great concern all around.

In the political section of the newspaper, however, the United States is practically begging China to intercede and defuse the conflict with North Korea. Washington policymakers repeat ad nauseam that the Chinese must use its influence over Pyongyang to solve the nuclear standoff. More recently, American policy makers have slipped so deeply into the Middle East imbroglio that they can barely come up for air, let alone articulate a long-term Asia policy. Consequently, despite the invocation of a looming Chinese threat, the United States finds itself hoping for Chinese support, or at the least Chinese neutrality, in just about every important diplomatic issue from the Middle East to Africa.

Finally, the culture and style sections of U.S. publications aimed at the upper middle class are filled with appealing images of a sleek China pulsing with vitality. Americans are gently drawn to Shanghai’s post-modern landscape; a stable China where healthy green tea is consumed and ancient culture endures. As far as the next generation of Americans is concerned, China is benign and close-at-hand. Chinese ideograms are sprinkled throughout the Saturday morning cartoons, and the study of Chinese is taking off, even in American elementary schools.

Clearly the United States is having trouble deciding what to think about its rival. China is simultaneously an adversary and an ally, an attraction and a threat. The prevalent explanation for this schizophrenic U.S. view of China is that, although the two nations have common interests around the globe, strategic concerns and cultural differences lead to divergent approaches.

A more compelling explanation is that China and the United States have fashioned an economic alliance that both pulls the two countries together and, because of the logic of competition, pushes them apart. The resulting beast, a Frankenstein monster of composite parts, lurches forward without regard to the destruction it leaves in its wake.

The Frankenstein Alliance

China and the United States both wholeheartedly subscribe to technological and economic integration through a cycle of massive production (in China) and consumption (in the United States) without concern for the social or cultural fabric of either nation. Economic exchange has served to unify the two countries at the level of infrastructure and transportation, but the process has created yawning chasms in the societies of both countries that are as dangerous as ICBMs or missile defense systems. The emphasis in both countries on a crude definition of economic growth that does not take into account the social or environmental consequences of manufacturing and consumption has encouraged an underlying disregard for the social responsibility of corporations and a burgeoning culture of waste.

This merger of the United States and China takes the form of distribution systems and computer-based business networks that graft together hugger-mugger the tissue of two profoundly different societies. This new creature cannot understand its own heterogeneous nature, let alone decide which direction it wishes to pursue. Transnational corporations such as Wal-Mart sew together the two countries through logistics and distribution: A largely opaque world of factories, loading docks, shipping lines, trains, trucks, and warehouses that support a supply network permeating both countries. A transfer point for containers (or isotainers) owned by such unfamiliar giants of the U.S.-China economic system as China Shipping Container Lines in Ohio has more in common with similar facilities in China than it does with the surrounding Midwest community. Meanwhile, the rapid advancement of communications technology has resulted in a virtual “death of distance,” in Frances Cairncross’s phrase. A designer in the United States can e-mail a pattern for a dress to China and have it manufactured the same day. Here, too, Wal-Mart has led the way in developing these connections for manufacture.

Increased tensions between the two countries are inevitable as they grapple with the evolving alliance in the absence of a common culture or language. Both sides feel their chains being yanked by invisible forces. As these profound shifts are rarely mentioned in leading journals, politicians and special interests struggle to make up a convincing tale to explain the disconcerting transformation.

Parallel Developments

Although differences between China and the United States could result in conflicts, the similarities between the cultures of the two nations may well pose the greater threat. The similar obsession with mass consumption, the disregard for environmental pollution, and the polarization of wealth draw the two countries ineluctably closer but at considerable peril not only to each other but the world as a whole.

The media of China and the United States are awash in the similar images of individualism expressed through customized consumption. Conspicuous consumption and the glorification of privatization, rather than the U.S. constitution or the American ideal of freedom, have been America’s contribution to China -- with devastating environmental consequences for the world. The growing triumph of automobile culture over the millions of bicycles that once plied the streets of Chinese metropolises is just one example of how China’s unprecedented demand for raw materials is endangering the global environment.

One reason that a culture of consumption serves as the unifying belief system for the body politic in both China and the United States is that the ideological underpinnings of both states have largely collapsed with the end of the Cold War. In China, where communism was certainly a gallimaufry of hypocrisy and platitudes, social pressures nevertheless limited extravagant consumption. In the United States as well, the New Deal vision of social services that remained throughout the Cold War period has rotted away, leaving Americans fragmented and despondent, a “nation made of sand” to quote Chinese political leader Sun Yat-sen. Today, in both countries, consumption is a virtue. The death of a unifying ideology has transformed consumption into the act that gives human experience meaning.

Also tying the two countries together is the increasing concentration of wealth, in part facilitated by the misappropriation of public funds to private individuals. The actual mechanisms behind such economic shifts in both countries are obscure: sophisticated financial instruments, tax policy and outright corruption. The awareness of a breakdown of the consensus on relative social equality that existed in both nations, through articulated in different ideological terms, has not translated yet into a groundswell of support for fundamental political and economic change.

Another ominous development in both China and the United States is the emergence of cosmopolitan urban areas that float in a sea of rural discontent. The traditional landscape of Shanghai has given way to a fantastical city of glass and steel. With its lack of space for community, Shanghai’s futuristic landscape more closely resembles the malls and city centers that have replaced neighborhoods and family businesses in the United States. It has much more in common with the upper tier of American metropolitan areas such as Washington D.C., San Francisco, and Dallas than it does rural China. And just as significantly, those American cities have more in common with Beijing and Nanjing than they do with rural America.

While city dwellers in both nations lounge about in Starbucks Cafes, the rural populations are increasingly alienated and confused, and fall under the sway of anti-state rhetoric from obscure new political groups. In China, rebellious groups in rural areas are drawing considerable followings with their assaults on privilege. In the United States, Christian nationalism and other anti-globalist fundamentalisms of the right are gaining ground, leaving the blue cosmopolitan centers floating in a sea of red anger.

China and the United States have taken a similar social and economic trajectory. Privatization and shrinking government services in the United States have reduced once-proud institutions into private fiefdoms and relieved policy makers of a sense of social responsibility. The dismantling of China’s central government carries similar implications.

The deterioration of social responsibility, whether embodied in traditional Confucianism and Puritan republicanism or in New Deal social philosophy and socialist ideology, has made even the most educated blind to the horrors of unregulated economic development in China and the lack of equitable tax policies or enforcement mechanisms for regulatory policy in the United States. Laws are far less meaningful if those enforcing them no longer have a sense of the common good. The economic and political restructuring of both countries, which is connected as well to larger global developments that have removed many levers of control from the hands of states, has made it difficult for either Washington or Beijing to control investment and consumption, even if they were inclined to do so.

Taming the Monster?

Although China has advantages over the United States in terms of its motivated workforce, its manufacturing base, and its increasing control of cultural and technological capital, China’s battle with the United States for global domination of hearts, minds, and markets will be a Pyrrhic victory. The immense environmental destruction resulting from this firm embrace of a radical consumer culture by both China and the United State may well drag down both nations, if not the entire world.

The role that each nation plays in this process is distinct, although linked. The United States, as the consumer nonpareil, has committed itself to the economically suicidal practice of trying to make up for the loss of manufacturing capability by artificially creating demand through social pressure to consume. Americans individually are racking up debt, and the nation as a whole has slipped into the red. Although China has embraced the consumer perspective as well, it continues to serve primarily as the factory for the world. China is not a consumer in the same sense. Many Chinese continue to labor in marginal environments without the most basic protections -- for them consumption is a motivating ideology as much as a practice.

China’s unsustainable growth and America’s unsustainable consumption have created an alliance that is, as once was said of Chrysler, “too big to fail.” The world financial system could not sustain the collapse of either country’s economy much less the combination of the two. And yet, the Frankenstein monster will inevitably come apart at the seams. In both China and the United States, a commitment to growth without concern for the environment, rampant consumerism, and widening disparities of wealth may well herald the dawn of a nightmare era of mutually assured ecological destruction.

The problems with this alliance are so profound that there is no simple remedy. There are, however, conceptual, institutional, and policy shifts that can help to give hope, if not an immediate solution.

At the conceptual level, we should follow the Chinese principle of zhengming (the rectification of names). Only when the terms we employ correspond with the reality we face can we make progress. For example, we need a standard for measuring growth that takes into account the damage to the environment, the harm to society, and the scarcity of resources created by unlimited consumption. Moreover, the new standard should be accepted not only among ecologists and sociologists, but the general populace of both countries. The Environmental Performance Index (EPI) developed by Yale’s Center for Environmental Law and Policy or the standards advanced in the Human Development Index (HDI) offer hints as to what a balanced assessment of development might look like. Both the United States (28th in the 2006 EPI, 8th in the HDI) and China (94th in the EPI, 81st in the HDI) have considerable room for improvement.

This conceptual change should be accompanied by integration that creates meaningful, long-term ties between communities of specialists and local institutions. One such example would be the personal ties forged between students at San Diego's Patrick Henry High School and their Chinese colleagues as part of an experimental email program called ePALS. Language will be always an issue, but there is ample opportunity to build bridges at the regional level so that populations in China and the United States already joined at the hip can assign a human face to one another.

With a different conceptual understanding of growth and a bottom-up integration strategy, it is possible to imagine a positive alliance between the United States and China based on neither the unlimited exploitation of resources nor vaguely articulated threats such as terrorism. If Beijing and Washington were to team up to address the looming enemies of pollution, climate change, and social stratification, then the currently monstrous alliance could evolve into one based not only on mutual interest but also on global needs.

I. Introduction

The following are comments on the essay "Is China the Nemesis in a New Cold War?" by Emanuel Pastreich, visiting scholar at the Center for East Asian Studies, University of Pennsylvania and a Japan Focus associate, which appeared as Policy Forum Online 06-18A: March 6th, 2006.

This report includes comments by Charles G. Coutinho, Ph. D. an independent scholar, having with a doctorate in the department of History at New York University in 1997. specializing in Anglo-American relations during the early Cold War.

I have read, and, been impressed with Pastreich's essay concerning current and future state of Sino-American relations. My comments are going to be much more directed towards the flaws that I see in the analysis, especially the historical examples used by the author, to hang together his argument, rather than per se, the predictions made by Pastreich, although, in my conclusion, I do offer my own opinion of the future course of Sino-American relations as well.

First, to characterize current relations between the USA, and the PRC, as akin to those between the USA, and the UK in the years 1910 and 1970, is to put it mildly, a rather distorted view of both relationships. Let us first, get the historical background in proper and accurate perspective: while, there were at times, elements of discord and even strain, no serious historian would characterize Anglo-American relations between say 1910 and 1939, much less in the later time frame as one of 'bitter rivalry', in the way that Pastreich does. 'Competitive Cooperation', in the words of David Reynolds, is a much more accurate term to describe Anglo-American relations in this time frame.1 As for the period after 1939, it would be accurate to describe it, as one of a de facto alliance. Admittedly, an alliance of unequals, especially, after 1945, but an alliance still. The best example of which, is that it would be difficult to put it mildly, to conceive any other foreign representative, had the same access, and influence in the inner corridors of American policy-making that the UK's did, in this time frame. In the embassy's of Sir Oliver Franks (1949-1953), Lord Harlech (1961-1964), Lord Cromer (1970-1973), and Sir Nicholas Henderson (1979-1982). It is pretty much inconceivable that a representative from the PRC, would ever be able to possess either the confidence or the influence that the above UK Ambassador's had, and, to some degree still possess.2

Second, in his historical background Pastreich, has a simplistic and erroneous idea of both the UK's power political position circa 1910, and, USA, today. Contrary to Pastreich's statement that the UK 'maintained undisputed dominion in the economic, diplomatic and military realms', the realty was quite different. Firstly, by 1913, both the USA, and Germany, had overtaken the UK in share of World Manufacturing Output.3 The USA's share being more than two and half times as large as the UK's. With the same being true of the former's production of Iron and Steel.4 It was precisely with this shift in mind, that caused the then British First Lord of the Admiralty, the Earl of Selbourne, to remark that if the USA so wished it, British naval supremacy could easily be made a thing of the past.5 As for land power, the UK's was far down on the list of existing military contenders. 6

As compared to the above, the USA, in contemporary terms possesses a power political position, which bears in fact, little parallel with the UK in 1910. In the economic realm, the USA possesses by far, the world's largest economy, with 23% of total world output. A figure which is double that of Japan and China combined.7 In the military sphere, the USA is in a class by itself - both in contemporary terms and historically. With none of the other world's military forces being in the same league with the USA, much less competitive.8

In short, the major flaw, as I see it, in Pastreich's argument, is his thesis, that the PRC, is in the equivalent position, vis`a-vis, the USA, that the USA, was vis-`a-vis, the UK, in 1910. In addition to the examples adduced above, the key difference in the two situations, as I see it, is that while the USA, was by 1910, a major world power, with interests, both the Far East, the Pacific, as well as being the de facto hegemonic power on the American continent, the PRC, is none of these at present. While perhaps one can characterize it as a major Far Eastern power, no one would call it the hegemonic one. And, with no military bases or alliances outside of the Far East, China is still a provincial, limited actor, in power political terms. This perhaps harsh, but accurate characterization is reinforced when one looks at the global influence and attraction of China's cultural and ideology. It is difficult to put it mildly, to envisage the PRC's current rulers, having the worldwide appeal of say Presidents T. Roosevelt, Wilson, or F. D. Roosevelt. In the realm of 'soft power', the PRC is an also-ran, if it can even be said to be in the race at all.9

To sum up, while one does not like to prognosticate the future from current conditions, it is difficult to envisage the scenario that Pastreich posits, whereby in the near future, the 'United States will concede', its 'dominant status to China'. While one may agree with Pastreich's caveats about Bush's 'war on terror', and, especially the way that it is being waged, it is very farfetched indeed, to compare the war , and its impact on the USA, with say the impact that the two World War's had on the UK. Lest Pastreich forget, on the first day of the Battle of the Somme, the UK, lost eight times as many men, as the USA, has lost in Iraq and Afghanistan, since 2001.10 The war on terror may perhaps be many things, but, it is most assuredly not a repetition of the Great War. Least of all, in its impact on the USA. Which means, that in the case of the near term evolution of Sino-American relations, that it is much more likely that the PRC, will retain its position as merely a great Far Eastern power, without expanding much beyond that area, much less, becoming a great power, with worldwide ambitions, and interest, `a la the contemporary USA, or such great powers in the past as say the Soviet Union, Czarist Russia, the British Empire, or France between say 1884 and 1939.

I am most grateful for the thoughtful comments I received in response to my essay. Many readers pointed out that China's own social, political and demographic weaknesses put an absolute limit on its geopolitical ambitions. I fully recognize the possibility that China may ultimately be hobbled by its own internal problems. I would only respond that ultimately the issue is not whether China has handicaps, but rather whether these handicaps will be more serious than the ones incurred by the United States over the next few decades. I will frame the argument differently, with greater qualifications, when I next write on this topic.

Nevertheless, if we look at East Asia as a whole, we can still see many parallels between the relationship the United States had with Europe, or Great Britain in specific, during the twentieth century and that which Northeast Asia has with the United States. A similar shift of capital, manufacturing, technology, cultural authority and the control of information and education can be readily identified.

Analogies are imperfect, and ultimately subjective, heuristic tools. There are aspects of China's relationship to the United States that can be elucidated through a comparison to the rivalry between the United States and the Soviet Union and aspects of that same relationship that are better explained through an analogy to the competition between the United States and Great Britain in the first half of the twentieth century.

I presented a brief argument employing the latter analogy in order to raise serious questions about current attempts to evaluate the challenge China poses in a purely military manner. I felt that such arguments are misleading, inappropriate and dangerous. That said, comparing the economic, political and diplomatic relations of the United States and the People's Republic of China in the 21st century with those of Great Britain and the United States in the 20th does not mean that I think the United States will adopt a Queen and parliamentary system, or that China will allow all citizens to own handguns and develop a strong anti-abortion movement. It could well mean that China will not be as open a society for the average citizen as the United States fifty years from now and at the same time play the role of honest broker in the world.

Dr. Coutinho's careful analysis of my article makes very valid points about the limitations of the analogy. One prominent error in my writing that Dr. Coutinho pointed out is the arbitrary decision to limit the historical scope for the analogy to the period 1910 to 1970. In fact, the competition between the United States and Great Britain went on for a far longer period of time and even included military conflict. A longer section of the history of the two countries would have allowed for a more nuanced and convincing comparison.

I would like to concentrate on the specific points in which the clear difference in opinion between myself and Dr. Coutinho goes beyond my rudimentary understanding of British history.

For example, Dr. Coutinho argues that the term "bitter rivalry" is exaggerated and suggests that the term "competitive cooperation" is more accurate to describe the Ango-American relationship. Although "competitive cooperation" may well be the standard adjective for the relationship between the United States and Great Britain over the last hundred years, a strong argument can be made that whatever the surface impression may have been, in the battle for control of telecommunications, or the efforts to increase international market share, control of oil in the Middle East and diplomatic influence, there was a clear struggle between the two states that could be described as "bitter."

For example, as William Engdahl notes in his recent article, "The US Geopolitical Nightmare: The Middle East, Central Asia, East Asia," the competition between the US and China in the Middle East follows the same contours of the previous struggle between the US and Great Britain. Recently, after Chinese President Hu Jintao was insulted by President Bush in Washington, Saudi King Abdullah bin Abdul Aziz welcomed him with full state honors in Riyadh:

"Hu signed a deal for Saudi Basic Industries Corp (SABIC) of Saudi Arabia to build a $5.2 billion oil refinery and petrochemical project in northeastern China. At the beginning of this year, Saudi King Abdullah was in Beijing for a full state visit.

"Since the Franklin D Roosevelt-King Ibn Saud deal giving US Aramco and not the British exclusive concession to develop Saudi oil in 1943, Saudi Arabia has been regarded in Washington as a core strategic sphere of interest."

China has set its eyes on dislodging the United States over the next few decades from its privileged place in the Middle East much as the United States displaced Great Britain previously.

It is true that the Chinese ambassador does not have the access in Washington that an English diplomat like Sir Oliver Franks (1949-1953) had. I would say that even if China never has that level of influence based on a common culture, the general analogy may still be relevant. Obviously China has a different ideological and political history and different demographic challenges than the United States. The relationship between the two nations can never be as close as that between two nations sharing a language and many ethnic ties. That does not rule out the possibility that China will gradually and increasingly have say over what happens in the United States, and the world, without most Americans even being aware of it.

Moreover, not all American influence in Great Britain was a matter of agreements between gentlemen. During the Suez Crisis (1956-57) the Eisenhower administration forced a cease-fire on Great Britain by threatening to sell off US reserves of the British pound, thereby precipitating a collapse of the English currency. It is quite easy to imagine China engaging in such arm twisting to get its way in some future disagreement without ever deploying an aircraft carrier.

There is no reason to assume that China cannot "possess the confidence or the influence" of the great UK ambassadors to the United States in the future. It is true that such a scenario is unimaginable today. But imagine a deeply indebted America that has been bogged down in devastating conflict in the Middle East involving Iran, Iraq, Israel and Saudi Arabia for a decade or two? Might that America find that the China it once loathed has become one of its few allies. We should not forget that China is a state that is not motivated by religious principles, is committed to the ideology of free trade, has invested vast sums in the US economy, and in general does not harbor a strong Anti-American sentiment.

For that matter, should we assume that the outward signs of hostility towards China that radiate from the Bush White House rule out the possibility that China already has considerable backdoor influence in Washington? Perhaps that American hostility is little more than an infantile effort to cover up a growing and unseemly dependency.

History will show whether China ever produces leaders with a worldwide appeal. That may never happen, but I do not see any reason to assume it will not. Although China does not have military bases around the world that allow it to project military power, that massive military commitment is precisely what is undermining American power. China may be blessed not to have that burden in the first place. For that matter, much of the overwhelming American military consists of aircraft, tanks and weapons systems designed to fight an apocalyptic war of position that will never take place in the twenty-first century.

China is at an advantage not having an entrenched military bureaucracy dedicated to protecting those increasingly expensive boondoggles. The American military, in terms of highly trained individuals with a strong dedication to their work, has been seriously degraded over the last five years, even as spending goes up. The ultimate question is, could the United States end up so indebted, so dependent on the import of technology and so demoralized by its position in the world that nations previously closely allied with the United States would see China as a better partner, and the United States itself would fall into the Chinese realm? I am not saying that will happen, I am only questioning the certainty with which others assert that nothing even resembling that could ever happen.

Finally, Dr. Coutinho notes that there is no comparison between the terrible losses suffered by Great Britain in the First World War and the casualties of the United States over the last five years in Iraq and Afghanistan. I grant that the number killed is far is thankfully less than those killed in major WW I battles. But how can we be sure just how many Americans will lose their lives in the years to come? The Middle East is not Vietnam for the simple reason that the United States is so dependent on oil for every aspect of the economy. At a certain point, pulling out may be such a threat to the American economy that it cannot be done no matter how high the casualties.

There was nothing surprising about Bill Gertz's inflammatory article in the Feb. 15 Washington Times speculating about "secret underground arms facilities" in China. The drive to paint China as a threat akin to the Soviet Union in the American mind serves those corporate interests that manufacture weapons systems while obscuring the true nature of the predicament in which United States finds itself.

The implied analogy between the Soviet Union of the 1960s and the People's Republic of China today found in such journalism may serve to prop up an obsolete Cold War security system that refuses to adjust to the true dangers of a globalized world, but it does so by diverting attention from the palpable challenge that China poses for the United States.

The relationship between the United States and the People's Republic of China today bears a far greater similarity to the bitter rivalry between Great Britain and the United States that played out between 1910 and 1970. That contest, although obscured by contemporary ideology positing Great Britain as America's closest ally, was not a military conflict, but rather a global struggle over markets, finance, technology and cultural authority. Unfortunately, after winning that contest decisively in the last century, the United States is blithely walking down the same path that England did in the previous century, but at a faster pace.

Great Britain maintained undisputed dominion in the economic, diplomatic and military realms at the start of the twentieth century. Although England had its rivals, the British navy controlled the shipping lanes, the British Sterling served as the universal currency, English culture carried awesome authority, and the sun never set on the Empire.

As Britain's rival for global domination, the U.S. did not offer military confrontation with Britain, even as it increased the size of its military considerably. Rather, the U.S. calmly set to work in other areas, ultimately supplanting Great Britain as the dominant political, social, and economic world power.

Great Britain actually helped the U.S. in that process much as the U.S. aids China today. Britain's ensnarement in two debilitating world wars during the 20th century taxed its resources to the limit and encouraged reliance on the United States for both finance and manufacturing. For example, during the Second World War, it was not that the United States forcibly took control of shipping lanes from England, but rather the U.S. Navy stepped in to protect shipping lanes when the British Navy proved, due to overextension and other commitments, unequal to the task.

It requires no stretch of the imagination to envision a scenario in which the United States concedes its dominant status to China, not because of China's nuclear arsenal, but rather because the U.S. has unnecessarily mired itself in a global "War on Terror" that, because the term "terror" is so broad in meaning, recognizes no end and promises to harm America's prosperity, curtail its traditional freedoms, and leave a moral blot on its reputation among the community of nations.

The 20th century also saw the United States increase, gradually but decisively, its control of technology, intellectual capital, and market share. Although Great Britain did not fully appreciate the rise in American sophistication, over time England found itself crucially dependent upon American support. Before the First World War, England was the primary source for capital, controlling over 40 percent of overseas investments. After that war, however, England found itself deeply in debt, mostly to the United States. As a consequence, interest payments soaked up almost 40 percent of British government expenditures thereafter.

World War II allowed England to dig itself into an even deeper pit. For example, the Lend-Lease program supplying England with war materiel at the height of the conflict required that British production be dedicated to the war effort, rather than to goods for export. The predictable result was that overall British exports in 1944 were 31 percent of what they had been in 1938. If the analogy to the Lend-Lease Program seems farfetched to readers, that is in part because the role of Chinese manufacturing in supporting the present American military campaign is so poorly understood.

Similarly, the American debt to China, and other Asian nations, is often dismissed by economists who cite the unique position of the Dollar in the world economy. But is there any good reason to assume that the Dollar will not, over time, ultimately follow the path of the British Sterling? Americans can no longer completely ignore the amount of American debt that the People's Republic of China has bought up. China has also made deep inroads in the fields of high technology and manufacturing at the start of this century as the U.S. did at the dawn of the last one. Although Americans may comfort themselves with the assumption that China still does not possess the most advanced technology, the technological gap between the U.S. and China has shrunk considerably in many fields. Moreover, although it is true that China would suffer considerably from a downturn in the American economy, the undeniable fact is that China is diversifying its markets whereas the United States is concentrating its debt.

Even in ideological terms, the rivalry between the United States and China displays striking parallels to that between England and the United States in the previous century. China has studiously avoided statements about a moral imperative to interfere in the affairs of other nations at the very moment that the United States makes constant calls for the opening of markets, the importance of democracy and the dangers of terrorism. American insistence on this narrow agenda has benefited China immensely. Because the Chinese expand economic ties throughout the world without passing judgment on other nations, they have become popular partners for many in marked contrast to the demanding Americans.

The Chinese approach recalls the Open Door policy for trade advocated by the United States in the 19th century and the ideal of "self-determination" pronounced by President Woodrow Wilson in the twentieth. The United States slowly tipped perception on a global scale by presenting itself as a nation concerned with the sovereignty of the peoples of the world -- in contrast to Great Britain's pride in its colonial empire. Most nations today see American demands as a direct violation of their sovereignty and therefore find in China an easier negotiating partner.

Of course there will always be the possibility of a military conflict between the United States and the People's Republic of China. Even American security planners sympathetic to China are aware of that scenario -- and plan for it. But intentional misdiagnosis of the challenge posed by China is far more dangerous for the U.S. in the long run. Posing the threat in purely military terms allows Americans to deny the negative trends in technology and economics bedeviling the United States. If a serious response to that threat is put off, the day will come when it no longer can be remedied.

Finally, arguments about a military threat from China make clear just how narrow America's responses have become. The United States is losing its economic and cultural authority through the lethal mixture of ballooning trade deficits and torture scandals. The danger is that a classic military reflex will be one of the few tools left in the chest at a time when the U.S. needs a far more varied and sophisticated set of responses to negotiate successfully the path ahead. The image of China as an ominous rising military power serves the purpose of drawing attention away from the degree to which the American military has been gutted in the name of privatization, leaving basic facilities neglected as an increasingly fragmented and unfocused conflict is pursued. Planning for a global confrontation with China may help maintain the status quo and prop up an outmoded security system, but it does so at the very moment that the United States is approaching the absolute limits of its material power.
